Project Summary:  The Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) provides monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical monitoring and evaluation (M&E) knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes. USAID awarded Impact Carpet Associates (ICA), a fixed amount agreement to implement the Kabul Carpet Export Center (KCEC) in order to generate jobs and revenue in Afghanistan's carpet sector. Strengthened by KCEC, the carpet industry can generate new employment opportunities for women, young people, both returning refugees and internally displaced Afghans who have carpet-making skills. Through the KCEC Project, USAID seeks to advance the following economic growth measures: accelerate private sector-driven and export-led economic growth, increase employment opportunities, increase equitable access to financial services, and increase regional trade. **Please note: Only Afghan citizens are eligible for this position Position Summary: The Research Assistant will work as part of an assignment team and will play an important role in collecting data, providing contextual and background knowledge during the assignment process, and assisting in the analysis and report writing, as necessary. This evaluation will require the ability to travel to areas around Afghanistan (security" style="border-bottom: 1px dotted #007bff !important;">security permitting), and experience working as part of a multi-cultural, and multi-disciplinary team. This is a short-term position with an estimated level of effort of 39 days. Responsibilities:
  • Design evaluation tools
  • Translate evaluation tools into local languages
  • Conduct key informant interviews and focus group discussions
  • Assist in translation tasks and note taking as needed
  • Provide technical analysis and information as required
  • Establish and maintain productive collaborative relationships with a wide range of partners and stakeholders
  • Facilitate and contribute to technical and coordination meetings, workshops, and other events as needed for the evaluation
  • Participate in presentations and dissemination efforts as needed
Qualifications:
  • Bachelor's degree in development studies, social science, or relevant discipline required
  • A minimum of ten years of relevant experience required
  • Experience in project management required
  • Experience in monitoring and evaluation with comprehensive knowledge of the Afghan social and economic context required
  • Demonstrated experience in conducting evaluations or research studies required
  • Knowledge of development issues in Afghanistan preferred
  • Fluency in Pashto and Dari required
  • Strong written and oral English language skills required
