Regional Animal Health and Production Specialist

Organizational Setting Recently, the FAO Regional Office for Asia and the Pacific established an the Animal Health and Production Module (AHP) and One Heath Regional Initiative as part of streamlining work and adapting to the recent global restructuring that took place at FAO Headquarters. In an effort to “deliver as one” on all animal health and production programming in the region, including areas of work supported by the regular programme and Emergency Centre for Transboundary Animal Diseases (ECTAD), addition support is needed to ensure that national and regional animal health and production projects receive adequate, timely and quality backstopping/inputs; close collaborations and strategic partnerships are developed and/or maintained to address transboundary animal diseases at the One Health (human-wildlife-livestock-ecosystem) interface; and programming under the Regional Steering Committee of the GF-TADs for Asia and the Pacific is implemented efficiently and effectively. Reporting Lines The Regional Animal Health and Production Specialist reports directly to the Senior Animal Health and Production Officer in the FAO Regional Office for Asia and the Pacific (RAP), under technical guidance of the ECTAD RAP Regional Manager, in close coordination with ECTAD team members, and with national project counterparts. Technical Focus The Regional Animal Health and Production Specialist will be tasked to improve livestock production and reduce the spread/impact of transboundary animal diseases on livelihoods and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security that contributes to SO2 and SO5, better production and better health. Tasks and responsibilities

• Support the Senior Animal Health and Production Officer to deliver the RAP Animal Health and Production Module (AHP) and One Heath Regional Initiative and the regional delivery of transboundary animal disease and production programming.
• Provide technical advice, as well as assistance and solutions to Decentralized Offices (sub-regional and country) on animal health and production projects and areas of work.
• Provide technical and policy assistance, support, backstop, and facilitate implementation of animal health and production projects underway in the Asia and Pacific Region including reviewing concept notes, draft reports, and other relevant documents, clearing specifications linked to procuring veterinary products, and supporting programming linked to the Animal Health and Production Module and One Heath Regional Initiative.
• Support the reporting against the livestock, animal health and production relevant outputs, indicators, results and activities for the 2020-2021 biennial work plan, support development of the 2022-2023 biennial work plan, and contribute to the Periodic Budgetary Report (PBR) work plan.
• Plan and serve as a focal point for RAP Regional GF-TADs coordination.
• Implement programming under the Regional Steering Committee of the GF-TADs for Asia and the Pacific efficiently and effectively, and facilitate close collaboration and engagement with OIE and other relevant partners.
• Support development and implementation of the Regional GF-TADs strategy, the Global Foot-and-Mouth Disease Control Strategy, and the PPR Global Eradication Programme (PPR GEP).
• Coordinate and collaborate with relevant partners on GF-TADs priority diseases and animal health threats, including FMD, PPR, ASF, LSD, rabies, and HPAI in the Asia and Pacific Region.
• In close coordination with ECTAD RAP team members, support development of relevant sub-regional strategies and action plans for priority animal diseases, including PPR, ASF, and HPAI in ASEAN and SAARC and SAP.
• Provide inputs to RAP multi-disciplinary teams on behalf of animal health and production, and contribute to multi-sectoral programme development and proposals.
• Collaborate in, provide technical inputs and ensure the quality/effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools with a focus on animal health and production and One Health training modules being developed for the RAP virtual learning centre (VLC).
• Support increased awareness and outreach (web, social media) about the RAP Animal Health and Production Module (AHP) and One Heath Regional Initiative.
• Promote international cooperation, advocate for best practices, increased policy dialogue and provide technical expertise at international and intergovernmental meetings.
• Participate in resource mobilization activities; and
• Perform other related duties, as requested.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements

• Advanced university degree in veterinary science/medicine, biomedical sciences or a related field;
• Seven years of relevant experience in national and/or regional transboundary animal disease prevention and control, animal health, animal production projects or programmes;
• Working knowledge of English and limited knowledge of one of the other UN languages (Arabic, Chinese, French, Russian or Spanish). For PSA, only working knowledge of English is required.

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in formulation, implementation, monitoring and management of transboundary animal diseases, animal health and production projects/programmes;
• Understanding of FAO policies and programmes is considered a strong asset;
• Experience in animal disease prevention and control, and coordination/collaboration with regional organizations, ASEAN, SAARC, and work within the Regional Steering Committee of the Global Framework for Transboundary Animal Diseases (GF-TADs) in Asia and the Pacific;
• Level of experience in collaborating with counterparts from the Ministries responsible for wildlife, natural resource management, environment, food safety and public health.
• Extent and relevance of experience in liaison with partners and institutional contexts.
