Regional One Health Coordinator

Organizational Setting Recently, the FAO Regional Office for Asia and the Pacific established an the Animal Health and Production Module (AHP) and One Heath Regional Initiative as part of streamlining work and adapting to the recent global restructuring that took place at FAO Headquarters. In an effort to “deliver as one” on all animal health and production programming in the region, including areas of work supported by the regular programme and Emergency Centre for Transboundary Animal Diseases (ECTAD), addition support is needed to ensure that national and regional projects receive adequate, timely and quality backstopping/inputs; close collaborations and strategic One Health activities and partnerships are developed/maintained/implemented; and programming under the Regional Tripartite Coordination Group for Asia and the Pacific is implemented efficiently and effectively. Reporting Lines The Regional One coordinator" style="border-bottom: 1px dotted #007bff !important;">Health Coordinator reports directly to the Senior Animal Health and Production Officer in the FAO Regional Office for Asia and the Pacific (RAP), under technical guidance of the ECTAD RAP Regional Manager, in close coordination with ECTAD team members, and with national project counterparts. Technical Focus The Regional One Health Coordinator will be tasked to strengthen One Health, Tripartite and Zoonotic Disease portfolio implementation and coordination, reduce the impact of transboundary animal diseases on wildlife, livestock, people, livelihoods and food safety, and contribute to SO2 and SO5, better production and better health. Tasks and responsibilities Regular Programme One Health Support

• Support the Senior Animal Health and Production Officer to deliver the RAP Animal Health and Production Module (AHP) and One Heath Regional Initiative and delivery of regional One Health programming.
• Provide technical advice and policy assistance to Decentralized Offices (sub-regional and country) and support, backstop, and facilitate implementation of One Health or animal health and production projects in the Asia and Pacific Region including reviewing concept notes, draft reports, and other relevant documents, clearing specifications linked to procuring veterinary products.
• Support the reporting against the One Health, livestock, animal health and production and relevant outputs, indicators, results and activities for the 2020-2021 biennial work plan, support development of the 2022-2023 biennial work plan, and contribute to the Periodic Budgetary Report (PBR) work plan and One Health concept notes.
• Lead better engagement of the Natural Resource Management and Environment Sector Professionals (forestry, wildlife, biodiversity and ecosystems) in One Health programming at RAP regional level including across technical programmes/modules at RAP.
• Coordinate and collaborate with relevant partners and on Priority regional One Health issues in the Asia and Pacific Region.
• Collaborate in, provide technical inputs and ensure the quality/effectiveness of capacity development and knowledge sharing activities within member countries/regional partners on policy support, organizational development and learning events.
• Contribute to FAO RAP Regional One Health projects/programmes including Health, Wildlife and Livelihoods (HEWILI) workshops and position paper, Sustainable Wildlife Management Program, Global Environmental Fund Programming, etc.
• Support increased awareness and outreach (web, social media) about the RAP One Heath Regional Initiative.
• Lead international and intergovernmental stakeholder One Health meetings (national, regional, internal and with external partners) to identify and leverage technical, human and funding resources, promote international cooperation, advocate for best practices, increase policy dialogue and provide technical expertise.
• Participate in resource mobilization.
• Support development of the One Health Training programme for Natural Resource Management and Environment Sector Professionals (forestry, wildlife, biodiversity and ecosystems) including:
  • finalisation of the biodiversity, ecosystem, wildlife, One Health curriculum matrix;
  • leading the roll out of the Needs Assessment Tools (Wildlife Needs Assessment Tool and Biodiversity and Ecosystem Needs Assessment Tools) to benchmark and monitor country (national) natural resource management and environment sector capacity over time under a One Health approach in the Asia and the Pacific region.

Regional Tripartite Coordination Group for Asia and the Pacific

• Lead coordination and engagement with the Regional Tripartite Coordination Group partners (World Organisation for Animal Health (OIE), World Health Organization (WHO), United Nations Environment Programme (UNEP) to deliver the joint Regional Tripartite programming and activities in the areas of zoonotic disease prevention and control, food safety and other relevant areas.
• Lead the planning, coordination and implementation of joint Tripartite meetings, events or trainings (virtual and face to face) including the Tripartite Regional multisectoral meeting.
• Support coordination, production and dissemination of joint Tripartite visibility and awareness products, guidelines or manuals.
• Lead coordination and preparation of joint Tripartite statements, opening remarks for Tripartite events/meetings.

Support to ECTAD programming

• Assist in the delivery of Tripartite Zoonosis Guide Operational Tools (Joint Risk Assessment (JRA), Surveillance and Information Sharing Operational Tool (SISOT) and Multi-sectoral Coordination Mechanism (MCM)) in countries in the Asia and Pacific Region.
• In close coordination with ECTAD RAP team members, support implementation of relevant One Health and Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security activities and IHR-PVS National Bridging Workshops.
• In collaboration with the VLC RAP Coordinator and ECTAD team members, support the coordination and engagement with target countries, on training needs assessment and promotion of the One Health-related courses for continuing professional development systems and support to national training systems including preparation of related information, learning materials, on-line tools with a focus on One Health and animal health and production training modules for the RAP virtual learning centre.
• Support the operationalization of regional and national One Health platforms, One Health committees or other national One Health implementation mechanisms.
• Lead, in collaboration with Regional Field Epidemiology Training Program for Veterinarians team, development of modules for medics and veterinarians to learn about natural resource management, biodiversity conservation, ecosystem services, sustainable agriculture, and areas that contribute to preventing disease spill over into people; and
• Perform other related duties, as requested.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements

• University degree in One Health, veterinary science/medicine, public health, wildlife, biomedical sciences or a related field;
• Seven years of relevant experience in national and/or regional One Health programmes or activities providing support to multiple disciplines, stakeholders, ministries;
• Working knowledge of English and limited knowledge of one of the other UN languages (Arabic, Chinese, French, Russian or Spanish). For PSA, only working knowledge of English is required.

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in formulation, implementation, monitoring and management of One Health, wildlife-livestock, and/or zoonotic disease prevention and control;
• Level of experience working with counterparts from the ministries responsible for forestry, natural resource management, wildlife, environment, livestock, veterinary services, food safety and public health;
• Understanding of FAO policies and programmes is considered a strong asset;
• Experience in zoonotic disease prevention and control, One health programmes and coordination, collaboration with regional organizations, ASEAN, SAARC, Tripartite partners, and other relevant bodies in Asia and the Pacific;
• Extent and relevance of experience in liaison with partners and institutional contexts.
