Habitat for Humanity International (HFHI) has an exciting opportunity for a
Senior Director, Program Quality and Grant Implementation. This position is responsible for the oversight of program quality and grant implementation for Habitat for Humanity globally. This position will oversee that restricted proposals are aligned with HFHI program strategies and will closely collaborate with field-based MEAL and project teams, ensuring that the donor approved deliverables are entirely meeting the highest quality program and that project teams are effectively managing the full life cycle of grants. S/he will ensure effective monitoring and compliance of grants and sub grants. This position will manage information related to grants and will share with the
Vice President of Program Effectiveness of any deviations outside the scope of the program including the impact of changes or issues that arise during implementation accompanied by a range of solutions where possible.
While the focus of this role will be on programmatic implementation this position will also work closely with teams within Resource Development, Grant Compliance and Finance to assure alignment, monitoring burn rates, provide support to project teams to develop consistent project plans (including the establishment of milestones), grant revisions, cost extensions, no-cost extensions, budget realignments and other as required.
This position will lead a team of global technical subject matter experts in a range of programmatic areas, i.e.,
Water Sanitation and Hygiene (
WASH) and Urban Programs. This team will facilitate global
communities of practice and participate in proposal development, budget
analysis and ongoing program quality reviews.
Essential Duties and Responsibilities:
Stakeholder Management
- Establish solid working relationship with HFH network – program, national offices, financial, compliance, audit, MEAL.
- Manage information flow across the HFH network, including utilizing the constituent relationship management system (CRM).
- Ensure consistent workflow and communication with the VP of Program Effectiveness and Operations Leadership Team.
Implementation and Performance
- In partnership with MEAL teams, monitor global project plans processes, including the establishment of milestones with budgets and timelines that are clearly articulated.
- Ensure the development of global consistent program outputs, driving progress and taking corrective action where necessary.
- Identify and manage risks across the funded projects to attain a programmatic overview of risk exposure.
- Support proposal project design and implementation teams to set goals, targets and program performance standards tools for monitoring, evaluation and auditing their performance.
- Collaborate with Compliance/Finance to ensure that all grant activities comply with donor policies and in alignment with HFHI financial regulations and raise any concerns.
- Understand and contribute to strengthening HFHI proposal budgeting approach to ensure that the HFH network deliver on time and accurately.
Knowledge Management
- Create and participate in relevant HFH network communities of practice.
- Actively interact with the HFHI network to share case studies, lessons learned and best practice.
- Keep line manager updated on challenges and continuous improvement of programming.
Minimum Required:
- Master’s degree or equivalent, preferable in international relations, political/security" style="border-bottom: 1px dotted #007bff !important;">security/development studies or other relevant discipline.
- A minimum of 10 years of progressively responsible experience in project and grant management is required in the international development/humanitarian sector and at least 7 years field experience in the implementation of complex bi-lateral and multi-lateral funded projects.
- Deep understanding of both operational and compliance requirements of major institutional donors.
- Country Director/Chief of Party or equivalent experience reflecting proven experience of leadership, and track record managing staff and operational systems.
- Fluency in English is essential (must be able to effectively communicate in both oral and written.
- Proven experience developing strategic frameworks, program evaluation and proposal development.
- Demonstrated understanding of industry program quality standards and management best practices in humanitarian and international development.
