Job Overview: The position of International Consultant to Conduct a Gender Analysis of Corruption and Governance is aimed at examining the intersection of gender and corruption in Tajikistan. The consultant will be responsible for conducting a comprehensive gender analysis to identify how corruption affects women and men differently in citizen-state encounters and private-sector interactions with public institutions. This analysis is crucial as no dedicated gender analysis has been conducted in Tajikistan to date, and existing policy documents lack gender mainstreaming. The consultant will develop recommendations for gender-transformative actions based on the findings of the analysis. The assignment is expected to last for 15 days between November and December, requiring the consultant to engage with various stakeholders and utilize both qualitative and quantitative research methods to gather data and insights.
Duties and Responsibilities: The consultant will undertake several key tasks, including:
Inception Phase: Conduct initial consultations with relevant stakeholders to confirm expectations and clarify the scope of the analysis. Review existing literature and develop an inception report outlining the methodology and workplan.
Data Collection: Utilize a combination of remote and in-country methods to collect data through key informant interviews, focus group discussions, surveys, and case studies. Engage with government institutions, civil society organizations, and women's rights organizations to gather diverse perspectives.
Analysis and Drafting: Analyze the collected data to identify gender-specific corruption risks and vulnerabilities, access to services, and informal payment systems. Develop a structured analytical report with evidence-based findings and actionable recommendations.
Finalization: Incorporate feedback from stakeholders into the final report, formulate recommendations for integrating gender into anti-corruption programming, and prepare for a presentation of the findings.
Technical Report: Summarize the assignment, key findings, challenges, and recommendations for future phases in a brief technical report.
Required Qualifications: Candidates must possess an advanced university degree (Master’s level or higher) in fields such as public administration, political science, international development, law, economics, gender studies, or social sciences. A minimum of 6 years of practical experience in gender equality and governance is required, with demonstrated experience in conducting gender analyses or assessments related to public administration and anti-corruption. The consultant should have expertise in integrating gender-responsive approaches into governance and anti-corruption initiatives, as well as experience with international organizations. Strong analytical and report-writing skills are essential, along with the ability to maintain independence and impartiality in sensitive contexts.
Educational Background: The position requires an advanced university degree, specifically at the Master’s level or higher, in relevant fields such as public administration, political science, international development, law, economics, gender studies, or social sciences. This educational background is crucial for understanding the complexities of gender issues in governance and corruption.
Experience: The consultant should have at least 6 years of practical experience in gender equality and governance, particularly in conducting gender analyses or assessments. Experience in integrating gender-responsive approaches into governance and anti-corruption frameworks is essential. Familiarity with working in sensitive political environments and knowledge of Central Asia is considered a strong asset.
Languages: Full proficiency in the Russian language is mandatory, while knowledge of English is considered an asset. The ability to communicate effectively in both languages will facilitate stakeholder engagement and data collection.
Additional Notes: The contract will be based on a Special Service Agreement (SSA) and is expected to last for 15 days between November and December. The OSCE is committed to diversity and inclusion within its workforce and encourages qualified candidates from all backgrounds to apply. The remuneration package will be determined based on the consultant's qualifications and experience, in accordance with OSCE established rates. The OSCE does not request payment at any stage of the application process.
