Job Overview:
The Director of the UN System and Intergovernmental Affairs Office (SIGA) at UNOPS plays a crucial role in managing the organization's relationships with the Executive Board of UNDP/UNFPA/UNOPS, UN Member States, and the broader UN system. This position is highly political and involves interactions with senior government officials and foreign diplomats within the UN context. The Director is responsible for promoting effective relationships between UNOPS and various stakeholders, ensuring that the organization is well-positioned in inter-governmental and inter-agency processes. The role requires strategic leadership and direction on all inter-governmental affairs, advising the Executive Director of UNOPS, and collaborating with teams across the organization on matters related to the Executive Board and coordination with Member States. The Director will also oversee the organization and management of Executive Board sessions, ensuring that all preparations are carried out efficiently and effectively.

Duties and Responsibilities:
  • Provide leadership and strategic direction on inter-governmental affairs and relations with Member States, ensuring alignment with UNOPS's strategic priorities.
  • Represent UNOPS at the Executive Board Bureau and advise the Executive Director on governance and oversight matters.
  • Liaise with Permanent Missions to the United Nations, particularly those of the Executive Board, and arrange briefings for Board members.
  • Lead preparations for annual and regular sessions of the Executive Board, ensuring decisions are understood and acted upon.
  • Position UNOPS in key inter-governmental forums, including the General Assembly, security" style="border-bottom: 1px dotted #007bff !important;">Security Council, and ECOSOC.
  • Support advocacy and communication activities in collaboration with relevant corporate units, managing coordination on high-profile events.
  • Foster a positive working environment, promoting teamwork, collaboration, and diversity within the organization.
  • Manage resources within budgetary parameters and ensure compliance with UNOPS policies and instructions.

Required Qualifications:
  • A Master’s degree in a relevant field such as Business Administration, Public Administration, International Development, Political Science, or International Relations.
  • A minimum of 15 years of experience in multilateral organizations or bilateral diplomacy, including at least 5 years in governance, policy, or liaison functions.
  • Demonstrated understanding of UN system organizations, rules, and regulations.
  • Proven ability to navigate complex political dynamics with diplomacy and influence.
  • Experience in crafting politically sensitive briefing materials and documents.
  • Broad understanding of UNOPS, its mandate, and its positioning within the UN system is desirable.

Educational Background:
Candidates must possess a Master’s degree in a relevant field such as Business Administration, Public Administration, International Development, Political Science, International Relations, or related studies. This educational background is essential for understanding the complexities of intergovernmental affairs and the operational frameworks of the UN system.

Experience:
The position requires a minimum of 15 years of relevant experience, particularly in multilateral organizations or bilateral diplomacy. Candidates should have at least 5 years of experience in governance, policy, or liaison functions, demonstrating a strong understanding of the UN system and its operational dynamics. Experience working with development partners, governing bodies, and donors is also essential, along with a proven track record of navigating complex political environments and crafting sensitive documents.

Languages:
Fluency in English is required, while proficiency in French and Spanish is desirable. Candidates should be able to communicate effectively in English, as it is the primary working language of UNOPS, and having additional language skills can enhance collaboration with diverse stakeholders.

Additional Notes:
The position is classified at the Executive Level (ICS 13) and is a full-time staff position under a Fixed-Term Appointment (FTA) for an initial duration of 2 years, with the possibility of renewal based on satisfactory performance and funding availability.
