Job Overview:
The Software Developer Analyst is a pivotal role within the IRC's IT department, which delivers comprehensive technology solutions across the organization. This position is particularly focused on supporting the Measurement, Evaluation, Technology, Accountability, and Learning (METAL) Unit, which emphasizes the importance of data and evidence in crisis response and recovery efforts. The Software Developer Analyst will be responsible for the development, implementation, and support of IRC's global Data Toolkits, which include tools such as CommCare, Microsoft Power BI, and Microsoft SQL Server Azure-based data warehouses. The role involves collaborating with various stakeholders to analyze, develop, and enhance tools and processes that facilitate effective data collection and usage in the field. The Software Developer Analyst will also provide technical assistance, support, and training to ensure successful deployment and utilization of these data tools.

Duties and Responsibilities:
The Software Developer Analyst will undertake a variety of responsibilities, including but not limited to: designing, developing, and maintaining Data Toolkits in CommCare; creating and managing PowerBI dashboards that are linked to live CommCare data; reviewing and analyzing software requirements to ensure feasibility and complexity are accurately assessed; converting requirements into developer tasks while ensuring alignment with system design; providing updates and insights to stakeholders; developing and maintaining documentation for data and metadata definitions; creating technical documentation such as system diagrams and implementation manuals; implementing data quality processes and development standards; ensuring compliance with IRC's data protection and security" style="border-bottom: 1px dotted #007bff !important;">security-policies" style="border-bottom: 1px dotted #007bff !important;">security policies; providing Tier-2 and Tier-3 support for measurement technology products; and delivering training and hyper-support during the piloting and rollout phases of measurement technology products.

Required Qualifications:
Candidates must possess three to six years of experience in the technology domain, specifically in developing and rolling out data or technology platforms for programs. At least three years of this experience should involve developing, implementing, and supporting CommCare for large and complex programs. Familiarity with source code and version control platforms such as GitHub or Azure DevOps is essential. Candidates should demonstrate strong team development processes, including pair programming and code reviews, and have a solid understanding of code quality assurance practices, including unit and integration testing. Knowledge of agile software delivery practices is also required, along with the ability to communicate effectively in English, both verbally and in writing. Strong attention to detail, analytic curiosity, and innovative problem-solving skills are crucial for success in this role.

Educational Background:
A Bachelor's degree in computer science, Information Technology, or a related discipline is required for this position. Additionally, experience with Databricks, Dataverse connectors, APIs, and Microsoft Azure is preferred, as these skills will enhance the candidate's ability to perform effectively in the role.

Experience:
The ideal candidate should have a minimum of three years of experience specifically related to the development and support of CommCare and other data platforms. This experience should include working on large-scale programs that require a deep understanding of data management and technology integration.

Languages:
Fluency in English is mandatory, both in verbal and written communication. The ability to explain complex technology issues in simple terms is highly valued, as it facilitates better understanding among diverse stakeholders. Knowledge of additional languages may be considered an asset but is not explicitly required for this position.

Additional Notes:
This position is remote and is open to internal candidates based in countries where the IRC operates, provided they have the right to work in their location. Successful candidates will be hired on a local employment contract according to the local salary scale. The role is also open to candidates located in the United Kingdom and Kenya. Compensation for this position in the UK ranges from £49,598 to £60,040 per year, with variations based on factors such as the labor market, job type, internal equity, and budget.
