Job Overview:
The coordinator" style="border-bottom: 1px dotted #007bff !important;">Health Coordinator is responsible for providing overall technical leadership and program oversight for IRC's health response to the Ebola Virus Disease (EVD) in the Democratic Republic of the Congo (DRC). This role involves ensuring that the health response is technically sound, operationally feasible, and aligned with the Ministry of Health and IRC standards. The Health Coordinator will lead the technical direction of facility-based EVD programming, which includes infection prevention and control (IPC), screening, triage, temporary isolation, and ensuring the continuity of essential health services. The position requires close collaboration with various teams to ensure an integrated and accountable response to the Ebola outbreak, which has placed significant pressure on an already fragile health system in the DRC.

Duties and Responsibilities:
The Health Coordinator will be responsible for a wide range of duties, including:
  • Providing strategic and technical leadership for IRC's EVD health response, ensuring that interventions are implemented according to Ministry of Health protocols and IRC standards.
  • Overseeing the implementation of health programs against approved work plans and ensuring timely corrective actions when necessary.
  • Conducting regular field visits to assess program quality and mentor teams.
  • Supervising Senior IPC Managers and other health staff, setting clear priorities and ensuring accountability for program quality.
  • Participating in the development of Ebola-response proposals and ensuring alignment with design" style="border-bottom: 1px dotted #007bff !important;">program design.
  • Representing IRC in relevant coordination forums and maintaining constructive relationships with health authorities and partners.
  • Monitoring risks affecting health teams and ensuring incidents are reported and addressed promptly.
  • Promoting client-centered programming and integrating safeguarding measures into project design.

Required Qualifications:
Candidates must possess a strong public health background, ideally with a Master's in Public Health (MPH). They should have at least 3 to 5 years of progressively responsible experience in humanitarian or emergency health programming, including management of complex health programs and supervision of senior technical staff. Demonstrated operational experience in Ebola Virus Disease or comparable infectious disease outbreak response is strongly preferred. Candidates should also exhibit strong leadership, communication, and facilitation skills, as well as proficiency in Microsoft Office and routine program monitoring tools.

Educational Background:
A strong educational background in public health is required, with a Master's degree in Public Health being highly desirable. Candidates should have a solid understanding of health programming in humanitarian contexts and be familiar with the technical standards and protocols relevant to the Ebola response.

Experience:
The position requires at least 3 to 5 years of progressively responsible experience in humanitarian or emergency health programming. Candidates should have experience managing complex health programs and supervising senior technical staff, as well as demonstrated operational experience in responding to Ebola Virus Disease or similar infectious disease outbreaks.

Languages:
Fluency in French is required, along with strong proficiency in English. Knowledge of relevant local languages is considered an asset, enhancing communication and engagement with local communities and stakeholders.

Additional Notes:
The position is remote, requiring regular travel to IRC-supported health facilities and response locations in the DRC. The role may involve visits to clinical environments, strictly adhering to approved IPC and safety protocols.
