Job Overview: The Senior Regional Technical Officer - Clinical Services is responsible for providing technical leadership and clinical guidance for the implementation of comprehensive HIV and TB services under the EpiC project in Tanzania. This role is crucial in strengthening the quality, coverage, integration, and effectiveness of HIV/TB services across supported Police and Prisons (PnP) and public health facilities in the assigned region. The officer will engage in clinical mentorship and capacity strengthening of healthcare workers and project staff across the HIV/TB continuum, which includes HIV testing, ART, retention and viral suppression, advanced HIV disease management, TB prevention and treatment, and the integration of services such as NCD screening. The position emphasizes the importance of evidence and data-driven approaches to enhance service quality, improve patient outcomes, and achieve program targets.
Duties and Responsibilities: The duties and responsibilities of the Senior Regional Technical Officer include providing technical oversight to ensure that clinical service components are implemented in accordance with project objectives and expected outcomes. The officer will offer technical support, supervision, and coordination of council activities across all technical areas, ensuring timely guidance to address emerging clinical and programmatic challenges. Building district capacity in program management and technical areas is essential for sustainability. The officer will also provide technical input into strategic planning, implementation, monitoring, evaluation, capacity building, and reporting with district and R/CHMT teams. Additionally, the role involves establishing and maintaining strong working relationships with R/CHMTs, facility in-charges, and other district stakeholders, ensuring adherence to national guidelines and quality standards across supported service delivery points. The officer will also strengthen treatment outcomes across the care continuum, including ART initiation, retention, and re-engagement, as well as monitoring and suppression of viral loads. Collaborating with the monitoring and evaluation team to use routine program and clinical data for performance monitoring and quality improvement is also a key responsibility.
Required Qualifications: Candidates must possess expertise and strong knowledge of HIV/TB prevention, testing, care, and treatment services. A solid understanding of Tanzania's Ministry of Health (MOH), USG policies, guidelines, reporting requirements, and quality standards related to TB and TB/HIV programs is essential. The ability to analyze and utilize program data for performance monitoring and evidence-based decision-making is required. Demonstrated skills in clinical mentorship, coaching, supportive supervision, and capacity building are crucial. Strong leadership, team management, collaboration, and stakeholder engagement skills are necessary, along with excellent verbal, written, and interpersonal communication skills. Candidates should demonstrate cultural sensitivity and an understanding of the political, contextual, and ethical issues in their work.
Educational Background: A degree in Medicine or a related field with relevant national registration is required. A Master’s degree in Public Health (MPH) or an international equivalent is considered an added advantage.
Experience: A minimum of 6 years of professional experience in HIV/TB clinical services is required, preferably within public health or donor-funded programs. Proven experience in HIV/TB program implementation, clinical mentorship, supportive supervision, and quality improvement is essential. Experience working with the Ministry of Health, R/CHMT, healthcare facilities, CSOs, and implementing partners is necessary. Demonstrated experience in program monitoring, data analysis, reporting, and using data for service improvement is also required. Experience in multi-stakeholder and regional program environments is highly desirable.
Languages: Fluency in English and Kiswahili is mandatory. Proficiency in additional languages may be considered an asset.
Additional Notes: The position is full-time and may require 10% - 25% domestic travel to councils and health facility project sites for technical assistance, supportive supervision, and stakeholder engagement. The expected hiring salary range for this role is TZS 68,000,000 - 90,000,000 for annual basic salary.
