Job Overview:
The Regional HIV/TB Clinical Coordinator is responsible for providing technical leadership and coordination for the implementation, quality improvement, and scale-up of comprehensive HIV and TB services under the EpiC & AFGHS-FHI360 projects in Tanzania. This role involves strategic and technical guidance to enhance the quality, coverage, integration, and effectiveness of HIV/TB services across supported Police and Prisons (PnP) and public health facilities in the assigned region. The incumbent will lead efforts in clinical mentorship and capacity strengthening, resolving clinical and programmatic challenges, and promoting evidence-based improvements in service delivery and patient outcomes across the HIV/TB continuum of care. The position also requires close collaboration with regional and district health authorities, facility teams, and other stakeholders to strengthen coordination and implementation of HIV/TB services, ensuring that all components of the project are executed in accordance with established objectives and expected outcomes.
Duties and Responsibilities:
The duties and responsibilities of the Regional HIV/TB Clinical Coordinator include overseeing the technical implementation and quality of services related to HIV/TB prevention, care, treatment, and integration of services at supported sites. The coordinator will lead and supervise regional technical activities, ensuring effective implementation of all program areas across service delivery levels. Responsibilities also include providing timely technical support to address emerging clinical and programmatic challenges, monitoring program performance against targets, and identifying service delivery gaps. The coordinator will work closely with regional teams to build capacity for R/CHMTs in program management and various technical domains, participate in strategic planning sessions, and provide direct technical support to healthcare facilities. Additionally, the coordinator will coordinate HIV/AIDS-related training and mentorship sessions for health workers, facilitate the development and implementation of TB-HIV integration activities, and collaborate with monitoring and evaluation teams to assess program effectiveness.
Required Qualifications:
Candidates must possess expertise and strong knowledge of HIV/TB prevention, testing, care, and treatment services. A solid understanding of Tanzania's Ministry of Health policies, guidelines, and quality standards related to TB and TB/HIV programs is essential. The role requires demonstrated skills in clinical mentorship, coaching, supportive supervision, and capacity building, as well as strong leadership and stakeholder engagement abilities. Excellent verbal, written, and interpersonal communication skills are necessary, along with the ability to analyze program data for performance monitoring and evidence-based decision-making. Proficiency in Microsoft Office Suite is also required.
Educational Background:
A degree in Medicine or a related field with relevant national registration is required. A Master's degree in Public Health (MPH) or an international equivalent is considered an added advantage.
Experience:
Candidates should have a minimum of 8 years of professional experience in HIV/TB clinical services, preferably within public health or donor-funded programs. Proven experience in HIV/TB program implementation, clinical mentorship, supportive supervision, and quality improvement is necessary. Experience working with the Ministry of Health, regional and council health management teams, healthcare facilities, and implementing partners is highly desirable, along with demonstrated experience in program monitoring, data analysis, and reporting.
Languages:
Fluency in English and Kiswahili is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes:
The position involves typical office demands, with the ability to spend long hours looking at a computer screen and performing repetitive tasks. The role may require domestic travel of 10% - 25% to councils and health facility project sites for technical assistance and supportive supervision. FHI 360 offers a competitive compensation package, with an expected hiring salary range of TZS 90,000,000 - 95,000,000 for annual basic salary.
