Job Overview:
The Senior Regional Technical Officer - Clinical Services plays a crucial role in providing technical leadership and clinical guidance for the implementation of comprehensive HIV and TB services under the EpiC project in Tanzania. This position is responsible for enhancing the quality, coverage, integration, and effectiveness of HIV/TB services across supported Police and Prisons (PnP) and public health facilities in the assigned region. The officer will provide clinical mentorship and capacity strengthening for healthcare workers and project staff, focusing on the HIV/TB continuum, which includes HIV testing, ART, retention, viral suppression, advanced HIV disease management, TB prevention and treatment, and the integration of services such as non-communicable disease (NCD) screening. The role emphasizes evidence-based approaches to improve service quality and patient outcomes, ensuring that program targets are met effectively.

Duties and Responsibilities:
The Senior Regional Technical Officer will be responsible for a wide range of duties including: providing technical oversight to ensure that clinical service components are implemented in alignment with project objectives; offering technical support and coordination of council activities across all technical areas; delivering timely guidance to address emerging clinical and programmatic challenges; building district capacity in program management; providing technical input into strategic planning and implementation; coordinating technical assistance to health facilities; establishing strong working relationships with regional and district stakeholders; ensuring adherence to national guidelines and quality standards; strengthening treatment outcomes across the care continuum; collaborating with monitoring and evaluation teams to utilize program data for performance improvement; facilitating technical review meetings; and contributing to the development of national guidelines and job aids. The officer will also mentor and supervise project staff, enhancing their technical capacity and performance.

Required Qualifications:
Candidates must possess a strong expertise in HIV/TB prevention, testing, care, and treatment services, along with a comprehensive understanding of Tanzania's Ministry of Health policies, guidelines, and quality standards related to TB and TB/HIV programs. The role requires demonstrated skills in clinical mentorship, coaching, supportive supervision, and capacity building, as well as strong leadership and collaboration abilities. Excellent verbal and written communication skills are essential, with the ability to convey technical information clearly to various stakeholders. Candidates should also demonstrate cultural sensitivity and an understanding of the political and ethical issues relevant to the role.

Educational Background:
A degree in Medicine or a related field with relevant national registration is required. A Master’s degree in Public Health (MPH) or an international equivalent is considered an added advantage, enhancing the candidate's qualifications for this position.

Experience:
A minimum of 6 years of professional experience in HIV/TB clinical services is required, preferably within public health or donor-funded programs. Candidates should have proven experience in HIV/TB program implementation, clinical mentorship, supportive supervision, and quality improvement. Experience working with the Ministry of Health, regional and council health management teams, healthcare facilities, civil society organizations, and implementing partners is essential. Demonstrated experience in program monitoring, data analysis, and reporting is also necessary, along with experience in multi-stakeholder and regional program environments.

Languages:
Fluency in both English and Kiswahili is mandatory for this position, as effective communication in both languages is crucial for interacting with diverse stakeholders and ensuring the successful implementation of programs.

Additional Notes:
This position may require 10% - 25% domestic travel to councils and health facility project sites to provide technical assistance and support. FHI 360 offers a competitive compensation package, with an expected hiring salary range of TZS 68,000,000 - 90,000,000 for annual basic salary.
