Job Overview:
The Regional HIV/TB Clinical Coordinator is responsible for providing technical leadership and coordination for the implementation, quality improvement, and scale-up of comprehensive HIV and TB services under the EpiC project in Tanzania. This role involves strategic and technical guidance to enhance the quality, coverage, integration, and effectiveness of HIV/TB services across supported Police and Prisons (PnP) and public health facilities in the assigned region. The incumbent will lead efforts in clinical mentorship, capacity strengthening, and the resolution of clinical and programmatic challenges, promoting evidence- and data-driven improvements in service delivery and patient outcomes across the HIV/TB continuum of care, including integrated HIV, TB, and NCD services. The position requires close collaboration with regional and district health authorities, facility teams, PnP counterparts, and other stakeholders to strengthen coordination, implementation, and self-reliance of HIV/TB services.

Duties and Responsibilities:
The duties and responsibilities of the Regional HIV/TB Clinical Coordinator include overseeing the technical implementation and quality of services through HTS & Prevention, Care and Treatment, AHD, PMTCT/EID, TB services, and NCDs services integration. The incumbent will ensure that all components of the project are implemented in accordance with project objectives and expected outcomes. They will lead, supervise, and coordinate regional technical activities, ensuring effective implementation of all technical program areas across all levels of service delivery. The coordinator will provide technical leadership to the supported program, monitor program performance against targets, and identify service delivery gaps. They will also provide timely technical support to address emerging clinical and programmatic challenges, build capacity for R/CHMTs in program management, and ensure that clinical care activities conform to national guidelines and SOPs. Additionally, the coordinator will participate in strategic planning sessions, provide direct technical support to healthcare facilities, coordinate HIV/AIDS-related training, and collaborate with monitoring and evaluation teams to assess program effectiveness.

Required Qualifications:
The position requires expertise and strong knowledge of HIV/TB prevention, testing, care, and treatment services. Candidates should possess a strong understanding of Tanzania's Ministry of Health, USG policies, guidelines, reporting requirements, and quality standards related to TB and TB/HIV programs. The role demands demonstrated skills in clinical mentorship, coaching, supportive supervision, and capacity building, along with strong leadership, team management, collaboration, and stakeholder engagement skills. Excellent verbal, written, and interpersonal communication skills are essential, as is the ability to analyze and use program data for performance monitoring and evidence-based decision-making. Candidates should also demonstrate cultural sensitivity and understanding of the political, contextual, and ethical issues in their work.

Educational Background:
Candidates must hold a degree in Medicine or a related field with relevant national registration. A Master's degree in public health (MPH) or an international equivalent is considered an added advantage.

Experience:
The position requires a minimum of 8 years of professional experience in HIV/TB clinical services, preferably within public health or donor-funded programs. Proven experience in HIV/TB program implementation, clinical mentorship, supportive supervision, and quality improvement is essential. Experience working with the Ministry of Health, R/CHMT, healthcare facilities, CSOs, and implementing partners is also required. Candidates should have demonstrated experience in program monitoring, data analysis, reporting, and the use of data for service improvement, with experience in multi-stakeholder and regional program environments being highly desirable.

Languages:
Fluency in English and Kiswahili is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
This position may require 10% - 25% domestic travel to councils and health facility project sites to provide technical assistance, supportive supervision, stakeholder engagement, and implementation support. FHI 360 offers a competitive compensation package, with the expected hiring salary range for this role being TZS 90,000,000 - 95,000,000 for annual basic salary.
