The United Nations Development Coordination Office (UNDCO) was established to enhance the effectiveness of the UN's development efforts. It operates under the oversight of the United Nations Sustainable Development Group (UNSDG) and is responsible for coordinating the resident coordinator system. The DCO was transformed into a stand-alone office as per the UN General Assembly Resolution A/RES/72/279, with a mission to support the acceleration of the 2030 Agenda. The office emphasizes data-driven decision-making, innovation, and strategic foresight to adapt to the evolving global landscape. Job Overview:
The Programme Management Officer position is integral to the United Nations Development Coordination Office (UNDCO) in New York. The incumbent will play a crucial role in supporting the coordination of the Resident Coordinator (RC) system, particularly in crisis management and response. This position requires close collaboration with various DCO organizational units, including regional offices and the SDG coordination, policy, and programme division. The officer will be responsible for developing, implementing, and evaluating assigned programmes and projects, ensuring that they align with the overarching goals of the UN's 2030 Agenda. The role involves monitoring and analyzing programme development, identifying issues, and proposing corrective actions. The officer will also facilitate workshops and interactive sessions to assist clients in managing change effectively. Furthermore, the position entails conducting research and analysis to inform policy development and support crisis preparedness and response efforts across the UN system.

Duties and Responsibilities:
The Programme Management Officer will undertake a variety of responsibilities, including:
  • Participating in the development, implementation, and evaluation of assigned programmes/projects, monitoring progress, and analyzing outcomes.
  • Conducting consultations and facilitating workshops to assist clients in developing actionable plans.
  • Researching and analyzing information from diverse sources to inform deployment of expertise and surge capacity solutions.
  • Assisting in policy development through the review and analysis of trends and issues.
  • Coordinating crisis preparedness and response efforts across DCO and UN country teams.
  • Serving as the DCO focal point for security" style="border-bottom: 1px dotted #007bff !important;">security coordination and representing the RC system within the Inter-Agency Security Management Network.
  • Supporting the development and implementation of contingency planning processes and tools.
  • Monitoring emerging crisis and security-related risks, preparing analytical briefs, and supporting decision-making.
  • Designing data collection tools and analyzing responses to inform conclusions. 1
  • Preparing various written outputs, including reports and background papers. 1
  • Providing support to meetings and conferences, including document preparation and participant identification. 1
  • Conducting outreach activities and training workshops. 1
  • Participating in field missions and providing guidance to external consultants and government officials. 1
  • Coordinating budget and funding activities related to programme/project preparation and reporting. 1
  • Collecting and analyzing data on surge deployments to identify trends and provide insights for decision-making.

Required Qualifications:
Candidates must possess a strong foundation in programme management and administration, with a minimum of five years of progressively responsible experience in these areas. Experience in inter-agency collaboration within the development sector is essential. Additionally, candidates should have at least three years of experience in data analytics or a related field, with a preference for those who have worked within the United Nations system or comparable international organizations. Field experience in development cooperation and knowledge management is also desirable. Candidates should demonstrate a high level of professionalism, analytical skills, and the ability to manage multiple priorities effectively.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, political sciences, development studies, management, economics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
The position requires a minimum of five years of progressively responsible experience in programme management, administration, or a related area. Candidates should have experience with inter-agency or inter-organizational collaboration in the development sector. Additionally, a minimum of three years of experience in data analytics or a related area is desirable. Experience within the United Nations system or a comparable international organization, as well as field experience in development cooperation, is also preferred.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level III for reading and writing, and UN Level II for listening and speaking. French is also a working language of the United Nations, and proficiency in French is considered a valuable asset for candidates.
