Job Overview: The role of the International Evaluation Consultant is to conduct an independent evaluation of the OSCE's support to community safety forums, community and proactive policing, and school safety from 2012 to August 202
This evaluation is crucial as it will be the first comprehensive assessment of the OSCE's long-term contributions in these areas. The consultant will utilize a theory-based, contribution-focused, and mixed-methods approach to evaluate the effectiveness, sustainability, and institutional uptake of the interventions. The consultant will be responsible for reconstructing and testing the intervention's Theory of Change, conducting a documentary review, and collecting primary data from relevant stakeholders. The findings from this evaluation will inform future programming and strategic planning for the OSCE.
Duties and Responsibilities: The consultant will undertake several key tasks, including conducting the inception phase of the evaluation, which involves consultations with the OSCE Evaluation Manager and other stakeholders to prepare the Inception Report. This report will detail the evaluation methodology, design, Theory of Change, Evaluation Matrix, sampling strategy, data collection tools, and work plan. The consultant will also perform a desk review and primary data collection, including field visits to Kosovo, applying qualitative and quantitative methods to analyze and triangulate evidence. The consultant will prepare and submit a Draft Evaluation Report, present preliminary findings, and facilitate a validation workshop. After incorporating feedback, the consultant will finalize and submit the Evaluation Report and present the findings to relevant stakeholders in Kosovo.
Required Qualifications: Candidates must possess an advanced university degree in political science, public administration, law, criminology, sociology, international relations, evaluation, development studies, or a related field. Equivalent professional experience may be accepted in lieu of an advanced degree. Additionally, candidates should have at least seven years of relevant professional experience in governance, security sector reform, policing, justice, rule of law, community safety, or public administration, with a minimum of five years in designing and conducting independent evaluations. Experience in mixed-method evaluation approaches and integrating human rights, gender equality, and inclusion into evaluation design is essential. Strong analytical, facilitation, and report-writing skills are also required.
Educational Background: A Master's Degree (second-level university degree or equivalent) in a relevant field is required for this position. Candidates with equivalent professional experience may be considered if they do not hold an advanced degree.
Experience: The position requires at least seven years of relevant professional experience, with a focus on governance, security sector reform, policing, justice, rule of law, community safety, or public administration. Candidates should have documented experience in designing and conducting independent evaluations, particularly in mixed-method, theory-based, and contribution-focused evaluation approaches.
Languages: Professional fluency in written and spoken English is mandatory. Knowledge of Albanian and/or Serbian is desirable, as is previous professional experience in the Western Balkans, which would be beneficial for the role.
Additional Notes: The consultant will be hired for a duration of 30 working days under a Special Service Agreement (SSA). The position is classified as a consultant role with no specific grade.
