Job Overview:
The Environmental Policy Specialist will play a crucial role in leading Jamaica's Policy and Institutional Review as part of the Global Environment Facility (GEF8) programme. This position is pivotal in developing the country's first National Biodiversity Finance Plan. The specialist will be responsible for assessing existing biodiversity-related policies, legal frameworks, and institutional structures, as well as evaluating financing mechanisms and incentives that impact biodiversity. The role requires engaging with various stakeholders to gather insights and inputs for the Biodiversity Expenditure Review and Finance Plan. The assignment is structured to span 75 non-consecutive working days over a period of five months, emphasizing the need for a thorough and comprehensive approach to policy analysis and stakeholder engagement.

Duties and Responsibilities:
The duties and responsibilities of the Environmental Policy Specialist include:
  • Conducting a comprehensive review of existing biodiversity-related policies and legal frameworks in Jamaica.
  • Analyzing institutional structures that influence biodiversity management and conservation.
  • Evaluating current financing mechanisms for biodiversity and identifying gaps or opportunities for improvement.
  • Assessing both positive and negative incentives affecting biodiversity conservation efforts.
  • Facilitating stakeholder consultations to gather diverse perspectives and inputs on biodiversity finance.
  • Providing expert inputs to the Biodiversity Expenditure Review and the development of the National Biodiversity Finance Plan.
  • Preparing detailed reports and presentations summarizing findings and recommendations.
  • Collaborating with UNDP and other partners to ensure alignment with national and international biodiversity goals.

Required Qualifications:
Candidates must possess a strong background in environmental policy, biodiversity conservation, or related fields. A proven track record of working on biodiversity finance or policy analysis is essential. The ideal candidate should demonstrate excellent analytical skills, with the ability to synthesize complex information into actionable recommendations. Strong communication and interpersonal skills are necessary for effective stakeholder engagement. Familiarity with the GEF framework and experience working in the Caribbean region will be considered an asset.

Educational Background:
A master's degree in environmental science, policy, economics, or a related field is required. Candidates with a PhD in a relevant discipline will be given preference. Additional certifications or training in biodiversity finance or environmental policy analysis will be advantageous.

Experience:
The position requires a minimum of 5 years of relevant professional experience in environmental policy, biodiversity conservation, or related areas. Experience working with governmental or international organizations on biodiversity finance initiatives is highly desirable. Proven experience in conducting policy reviews and stakeholder consultations is also essential.

Languages:
Fluency in English is mandatory, as all communications and documentation will be conducted in this language. Proficiency in additional languages, particularly Spanish or French, would be considered a valuable asset, enhancing the ability to engage with a broader range of stakeholders.

Additional Notes:
This consultancy position is classified as an individual contractor role, and the contract duration is for five months, requiring 75 non-consecutive working days.
