Job Overview:
As the Senior Program Manager for Agriculture, Livelihoods, and Market Systems Development, you will play a pivotal role in leading and guiding CRS' initiatives in these critical sectors. Your responsibilities will encompass providing overall leadership and technical guidance to the agriculture, livelihoods, and market systems development portfolio. You will be tasked with conducting assessments, analyses, and design" style="border-bottom: 1px dotted #007bff !important;">program design efforts, as well as developing technical strategies to enhance the effectiveness of value chain pilots and other innovative approaches. Your role will also involve ensuring that high-quality programming is maintained through effective management oversight, which includes establishing systems and processes that support the successful implementation of initiatives aimed at serving poor and vulnerable communities. Additionally, you will be responsible for fostering learning and adaptation across the portfolio, while also supporting the development of new initiatives and partnerships. As a senior leader, you will need to proactively manage security" style="border-bottom: 1px dotted #007bff !important;">security and mitigate risks associated with the program's operations.

Duties and Responsibilities:
Your duties and responsibilities will include leading CRS’ agriculture, livelihoods, and market systems development portfolio, providing technical leadership for sector strategy, assessments, studies, analyses, program design, and learning initiatives. You will represent CRS with relevant stakeholders, partners, donors, and technical working groups, ensuring that strategic objectives and results are met while adhering to technical quality standards. You will lead periodic technical reviews of implementation plans and support sector assessments, market analyses, value chain studies, and livelihoods analyses to inform program strategy and design. Additionally, you will identify opportunities for innovation and integration across sectors, develop and maintain productive relationships with partners and community actors, and engage relevant private sector and market system actors to support program implementation. You will also manage and supervise talent, oversee team dynamics, provide coaching and mentoring, and coordinate with the M&E department to design and implement monitoring and evaluation systems. Creating a conducive environment for learning and identifying performance gaps and training opportunities for staff will also be part of your responsibilities.

Required Qualifications:
To qualify for this position, you must possess a Bachelor's degree in agriculture, Agricultural Economics, Rural Development, International Development, Economics, Business, or a related field. A minimum of 8 years of experience managing or providing technical leadership to agriculture, livelihoods, economic strengthening, or market systems development programs is required, with preference given to candidates with experience in an international or non-governmental organization (I/NGO). You should also have at least 3 years of supervisory experience, including performance evaluation, coaching, and mentoring. Experience in leading assessments, analyses, program design efforts, and learning initiatives is essential. Preferred qualifications include a Master's Degree, experience in proposal development, and knowledge of CRS Partnership strategy and partner management.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as agriculture, Agricultural Economics, Rural Development, International Development, Economics, Business, or a related discipline. A Master's degree is preferred and may enhance your candidacy.

Experience:
Candidates should have a minimum of 8 years of relevant experience in managing or providing technical leadership to agriculture, livelihoods, economic strengthening, or market systems development programs. This experience should ideally be gained within an international or non-governmental organization (I/NGO). Additionally, at least 3 years of supervisory experience is required, which should include responsibilities related to performance evaluation, coaching, and mentoring of staff.

Languages:
Proficiency in English, both oral and written, is mandatory for this position. Fluency in the Myanmar language is also required, and knowledge of other local languages is considered a plus, enhancing communication and engagement with local communities.

Additional Notes:
The duty station for this position is based in Yangon, Myanmar, and candidates must be willing and able to travel up to 50% of the time. This position includes supervisory responsibilities and is specifically open to Myanmar nationals.
