Job Overview:
The Staff Assistant (Finance) position is integral to the Finance Directorate (J8) at JFCBS, which is tasked with drafting, managing, and executing budgets for the headquarters and supported entities. This role involves providing financial advice to the Commander and executing internal financial control functions across the headquarters. The Staff Assistant will be responsible for ensuring the accuracy and timeliness of financial transactions, managing accounting processes, and supporting the financial management of NATO 2030 initiatives. The position requires a proactive approach to monitoring financial activities, coordinating with various teams, and ensuring compliance with NATO financial regulations. The successful candidate will play a key role in maintaining financial integrity and supporting the operational readiness of NATO forces.

Duties and Responsibilities:
The Staff Assistant (Finance) will have a comprehensive set of responsibilities, including but not limited to: supporting the Section Head in analyzing and controlling financial documents for accuracy and completeness; coordinating routine Accounts Payable and Accounts Receivable processes; authorizing fund commitments as delegated; monitoring tasks to meet suspense dates; ensuring proper budget account charging; overseeing advance processing; coordinating fiscal/accounting matters with team members and national agencies; assisting in maintaining computerized financial accounts; preparing reports and management accounts; reviewing and reconciling inter-entity accounts; organizing workload for timely execution of duties; controlling commitments and ensuring proper documentation; reviewing invoices for legitimacy; managing filing of source documents; and participating in project teams as assigned. The role is directly tied to the execution of the NATO 2030 budget and encompasses all related financial activities essential for its implementation.

Required Qualifications:
Candidates must possess a good command of English, meeting NATO Standard Language Proficiency 3322 in listening, speaking, reading, and writing. Additionally, applicants should have completed secondary education along with vocational training in accounting, finance, management, business administration, public administration, or a related field. A minimum of three years of professional experience in accounting is required, with specific experience in accounts payable, accounts receivable, and account reconciliation. Familiarity with automated accounting systems is essential, and candidates should demonstrate a strong understanding of financial processes and regulations.

Educational Background:
The educational background required for this position includes secondary education complemented by vocational training in relevant fields such as accounting, finance, management, business administration, or public administration. This foundational education is critical for understanding the complexities of financial management within a multinational organization like NATO.

Experience:
The position requires a minimum of three years of professional experience in accounting, with a strong emphasis on practical experience in accounts payable, accounts receivable, and reconciliation processes. Candidates should have a proven track record of working with automated accounting systems and managing financial transactions in a timely and accurate manner. Experience in international or multi-national organizations is highly desirable, as it provides insight into the unique financial challenges faced in such environments.

Languages:
Proficiency in English is mandatory, as all work within the headquarters is conducted in this language. Candidates must demonstrate good communication skills in English, both oral and written. While English is the primary language required, knowledge of additional languages may be considered an asset but is not mandatory for this position.

Additional Notes:
The successful candidate will be offered a three-year definite duration contract as NATO International Civilian (NIC), with remuneration exempt from taxation and applicable allowances. The contract will be in accordance with NATO Civilian Personnel Regulations and relevant national guidance. Candidates should be aware that the role may require deployments in support of military operations, which could exceed 30 days and may occur on short notice. Additionally, the selected candidate must be able to obtain and maintain a security clearance and pass a medical examination to ensure fitness for duty and deployability.
