Job Overview:
The Project Manager will lead the ILO's multi-country component of the Digital Futures Programme, focusing on promoting inclusive employment and entrepreneurial opportunities for young people with disabilities in Africa. This role requires a strong technical background in disability inclusion and aims to create an enabling environment for young people with disabilities to access employment and entrepreneurship opportunities. The Project Manager will oversee the day-to-day management of the program, ensuring that objectives are met within the specified time frame and budget. The position involves providing technical advisory services, managing project implementation, and ensuring compliance with ILO policies and procedures. The Project Manager will also engage in advocacy, networking, and partnership building to strengthen relationships with various stakeholders, including governments, NGOs, and donor organizations. The role is critical in advancing the rights of persons with disabilities and promoting their inclusion in the labor market.

Duties and Responsibilities:
  • Ensure effective implementation of the Project/Programme by providing inputs, delivering outputs, and planning, monitoring, and evaluating activities in line with ILO policies and project strategies.
  • Manage the allocated project funds and budgets effectively.
  • Efficiently manage human resources for the project/programme, including recruitment and performance management.
  • Provide technical leadership and advice to various stakeholders on disability-inclusive employment.
  • Strengthen relationships with governments, ministries, and organizations to coordinate project activities.
  • Liaise with partners such as Sightsavers, ACET, and ADF to promote ILO values and increase project visibility.
  • Advocate for ILO policies related to the project and promote gender equality and non-discrimination.
  • Undertake local resource mobilization activities for future project activities.
  • Write and disseminate project materials and prepare reports on implementation status. 1
  • Identify training needs and organize workshops for partners and stakeholders. 1
  • Represent the ILO in governance structures of the Digital Futures programme. 1
  • Prepare technical and financial reports for donors. 1
  • Provide guidance on disability inclusion to ILO colleagues and stakeholders. 1
  • Undertake other duties as required.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in social sciences, public health, development studies, disability studies, or a relevant field. Alternatively, a first-level university degree (Bachelor's or equivalent) in one of the aforementioned fields, combined with an additional two years of relevant experience, will be accepted in lieu of an advanced degree. Candidates should demonstrate a strong understanding of disability inclusion and the rights of persons with disabilities, as well as familiarity with ILO standards and policies. Proven management experience, particularly within the ILO or a UN agency, is essential, along with experience in project cycle management, partnership building, and resource mobilization.

Educational Background:
An advanced university degree (Master's or equivalent) in social sciences, public health, development studies, disability studies, or a related field is required. A first-level university degree (Bachelor's or equivalent) with additional relevant experience may also be considered.

Experience:
At least seven years of relevant experience in formulating and implementing inclusive technical cooperation activities, particularly at the international level, is required. Experience working on the employment or economic inclusion of vulnerable groups is essential. Candidates should have proven management experience, particularly in project design, implementation, monitoring, and evaluation, as well as experience in partnership building and resource mobilization. Familiarity with ILO policies and procedures and experience working with government officials in labor and education sectors will be advantageous.

Languages:
An excellent command of English is required for this position. A good working knowledge of French would be considered an advantage, as it may facilitate communication with partners and stakeholders in the region.

The position is a fixed-term contract for one year, with the possibility of extension based on performance and the availability of funds. The role is based in Nairobi, Kenya, and is open to both internal and external candidates.
