Job Overview:
The Head of Operations I (HoOps) in Honduras will play a crucial role as a member of the Senior Management Team (SMT) within the Honduras Program. This position is responsible for overseeing the operational functions of the organization, which include Finance, Human Resources, Supply Chain Management, Administration, Logistics, security" style="border-bottom: 1px dotted #007bff !important;">Security, Information and Communication Technology, and Audit. The HoOps will ensure that the operational services provided are of high quality and align with the mission of CRS to serve the poor and vulnerable. This role involves promoting resource stewardship, ensuring compliance with policies, managing risks, and leading operational improvements, particularly with a focus on Climate Action. The Head of Operations will supervise various managers and officers, ensuring that the operational aspects of the program are effectively managed and that the organization continuously works towards enhancing the quality of its programming.
Duties and Responsibilities:
The duties and responsibilities of the Head of Operations I include contributing to strategic planning and programming for operational capacity, representing CRS in various capacities, planning and monitoring day-to-day operations, overseeing financial processes, ensuring compliance with policies and regulations, promoting effective use of CRS’s finance and supply chain management systems, managing risks, and ensuring quality implementation of safeguarding policies. The HoOps will also lead the operational aspects of the Climate Action strategy, manage team dynamics, supervise talent, oversee compliance with agency and donor requirements, and act as the lead contact for internal and external audits. Additionally, the role requires creating a learning environment, providing capacity strengthening guidance, and ensuring that the program is adequately staffed to meet operational needs.
Required Qualifications:
Candidates must possess a Bachelor's degree in International Development, Business Administration, Engineering, Finance, or a relevant field. A Master’s degree in a related field is preferred. The position requires a minimum of 5-8 years of work experience in a management role with progressive responsibilities, including at least 2 years of senior management experience. Experience with international NGOs and outside the country of origin is preferred. Candidates should have experience in strengthening local partner capacity, staff development, project grants management, and budget preparation. Knowledge of multiple public donors’ regulations is highly preferred, along with skills in financial systems, procurement, supply chain management, and staff management.
Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as International Development, Business Administration, Engineering, or Finance. A Master’s degree is considered a plus, indicating a higher level of expertise and knowledge in the relevant areas of operation management and humanitarian work.
Experience:
The position requires significant experience, specifically a minimum of 5-8 years in management roles with progressive responsibilities. At least 2 years of this experience should be in senior management positions, demonstrating the ability to lead teams and manage complex operations effectively. Experience with international NGOs and in contexts outside the candidate's country of origin is preferred, as it provides valuable insights into diverse operational environments.
Languages:
Fluency in both Spanish and English is mandatory for this position, as effective communication in both languages is essential for performing the job duties and interacting with various stakeholders. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to engage with diverse communities and partners.
Additional Notes:
This position is full-time and involves a significant amount of travel, approximately 35% of the time, to field locations. The duration of employment is contingent upon project and country program funding, as well as compliance with local laws. The successful candidate will be subject to a comprehensive background screening process, and references will be requested to assess conduct related to safeguarding matters.
