Job Overview:
The Associate Director, Finance and Operations will lead the India OCFO team, overseeing all shared services functions including finance and accounting, contracts and grants, procurement, human resources, travel, administration, and IT. This role is crucial for ensuring compliance with FHI 360's policies and the requirements of funding agencies. The Associate Director will provide leadership and technical guidance, ensuring that financial controls and performance objectives are met. This position requires collaboration with various stakeholders, including the Country Representative and Project Directors, to ensure effective financial management and operational efficiency. The Associate Director will also be responsible for developing internal financial audits, managing reporting systems, and representing FHI 360 to external partners and regulatory agencies.

Duties and Responsibilities:
  • Lead the finance, contracts management services, procurements, administration, HR, and IT functions for the India Country Office.
  • Ensure compliance with FHI 360 policies and funding sources in all financial management activities.
  • Provide oversight of financial management areas including accounting, payments, and reporting systems.
  • Monitor financial controls and measurements for projects, including budget limits and forecasting.
  • Ensure legal compliance in areas such as registration, taxation, and auditing.
  • Support HR functions including staff planning, hiring, and payroll management.
  • Oversee administrative functions to maintain a conducive work environment.
  • Develop and implement process improvement plans for financial controls and operational procedures.
  • Coordinate with FHI 360 regional and headquarters offices to ensure effective implementation of procedures. 1
  • Facilitate external audits and manage relationships with funders regarding financial compliance. 1
  • Provide technical assistance to partners on financial management and compliance. 1
  • Represent FHI 360 at external functions and contribute to the development of country program strategies.

Required Qualifications:
  • Master’s degree in finance, accounting, commerce, business administration, or a related field.
  • Minimum of 10+ years of progressive senior leadership experience in finance management, procurement, and grants management for donor-funded programs.
  • Prior experience in senior management positions, particularly in INGOs.
  • Proven experience in program development and managing complex procurements and grants.
  • Strong team-building and supervisory skills.
  • Excellent interpersonal, organizational, and communication skills.
  • Proficiency in Microsoft Office tools is an advantage.
  • Strong problem-solving skills and ability to manage multiple tasks effectively.

Educational Background:
Candidates must possess a Master’s degree in finance, accounting, commerce, business administration, or a related field. This educational background is essential for understanding the complexities of financial management and operations within the context of donor-funded programs.

Experience:
The position requires a minimum of 10 years of progressive senior leadership experience in finance management, procurement, and grants management. Candidates should have a strong track record in managing donor-funded programs and should have held senior management roles in similar organizations, particularly in international non-governmental organizations (INGOs).

Languages:
Fluency in English and Hindi is mandatory, with excellent oral and written communication skills. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
