Job Overview:
The HR Policy Consultant position is designed for qualified candidates to join a roster of middle-level international consultants who will contribute to human resources policy research, analysis, and drafting. The selected consultants will play a crucial role in enhancing human resources governance within UNESCO, ensuring compliance, coherence, accountability, and operational efficiency. The role involves working closely with various teams within the Bureau of Human Resources Management and engaging with stakeholders across the organization to develop and revise HR policies that align with UNESCO's evolving operational needs. The consultants will be expected to deliver specific outputs based on agreed scopes of work, which may include policy benchmarking, research, analysis, and drafting, all of which can be conducted remotely.

Duties and Responsibilities:
The duties and responsibilities of the HR Policy Consultant include conducting HR policy research and analysis, identifying gaps and inconsistencies in existing policies, and collaborating with policy owners and interest groups to prepare proposals and recommendations. The consultant will also be responsible for developing revisions to HR policies, technical proposals, guidelines, and toolkits. Analyzing both quantitative and qualitative data to inform policy-making is essential, as is drafting findings and recommendations based on this analysis. Participation in HR policy consultations with various stakeholders, including staff associations, is expected. Additionally, the consultant will create capacity-building materials, communication products, and guidance to support the implementation of new policies and HR initiatives. The role may also involve legal research and analysis of individual cases, providing legal advice, and drafting legal documents as needed.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in human resources management, business or public administration, law, or a related field. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with a minimum of two additional years of HR policy-related professional experience may be accepted in lieu of an advanced degree. A minimum of five years of progressively responsible experience in human resources management, policy development, and administration of entitlements and benefits is required. Experience in developing HR policies for international organizations and interpreting staff rules is essential, while experience in administrative law or justice administration is considered an asset.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as human resources management, business or public administration, or law. In cases where candidates hold a Bachelor's degree, they must have at least two additional years of relevant professional experience in HR policy to qualify for the position.

Experience:
The position requires a minimum of five years of progressively responsible experience in human resources management, particularly in policy development, administration of entitlements and benefits, and related areas. Candidates should have a strong background in HR policy for international organizations and experience in researching HR-related issues.

Languages:
Proficiency in English, both oral and written, is mandatory, with highly developed drafting and analytical skills. Knowledge of French is highly desirable, as both English and French are the working languages of the UNESCO Secretariat.

The contract duration for this position ranges from 1 to 11 months, with the possibility of part-time or full-time assignments. The work can be conducted remotely, eliminating the need for relocation.
