Job Posting Organization:
The position is within the Development Coordination Office (DCO) of the United Nations, which was transformed into a stand-alone coordination office as endorsed by the United Nations General Assembly in its Resolution A/RES/72/27
  • The DCO plays a crucial role in overseeing the resident coordinator system (RCS) and is committed to supporting the acceleration of the 2030 Agenda. The office is focused on innovation, data-driven strategies, and fostering a mission-driven organizational culture. The DCO operates globally, engaging with various stakeholders to enhance sustainable development efforts.

Job Overview:
The Chief of the Partnerships and Resource Mobilization Section is tasked with leading the development and implementation of innovative partnerships that support the efforts of Resident Coordinators (RCs) and United Nations Country Teams (UNCTs) in achieving the 2030 Agenda. This role involves advising the United Nations Sustainable Development Group (UNSDG) on sustainable development partnerships, ensuring effective collaboration with DCO Regional Offices, and utilizing UN 2.0 approaches to enhance partnership intelligence and performance monitoring. The Chief will also oversee resource mobilization efforts to ensure the RCS is financially robust, engaging with current and prospective donors, and developing innovative financing modalities. The position requires a strategic mindset to foster partnerships and mobilize resources effectively, while also ensuring gender mainstreaming in all actions.

Duties and Responsibilities:
  • Lead the Partnerships and Resource Mobilization Section, advising the Director on strategy development and implementation for innovative partnerships.
  • Facilitate collaboration with the UNSDG on sustainable development partnerships.
  • Liaise with DCO Regional Offices to support RCs and UNCTs effectively.
  • Collaborate with other divisions within DCO to ensure integrated approaches to partnerships.
  • Utilize data-informed strategies to enhance partnership intelligence and performance monitoring.
  • Ensure gender mainstreaming in all partnership-related actions.
  • Oversee resource mobilization efforts to secure funding for the RCS.
  • Develop and maintain partnerships with donors, including innovative financing modalities.
  • Ensure systems are in place for tracking contributions to the RCS. 1
  • Quality assure position papers and reports on funding for presentation to intergovernmental bodies. 1
  • Engage with donor coordination mechanisms and analyze funding trends. 1
  • Manage outreach activities and conduct training workshops on partnerships and resource mobilization. 1
  • Foster teamwork and communication across the section and organizational boundaries.

Required Qualifications:
Candidates must possess a strong understanding of international development, particularly in managing partnerships and resource mobilization. They should demonstrate knowledge of UN rules and regulations, and have the ability to produce high-quality reports and papers on technical issues. The ideal candidate will exhibit professionalism, teamwork, planning and organizing skills, performance management capabilities, and leadership qualities. They should be able to work collaboratively, prioritize tasks effectively, and manage performance within a multicultural team environment.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of ten years of progressively responsible experience in international development, particularly in managing partnerships and resource mobilization, is required. Candidates should have field experience in development cooperation and experience in using digital tools for partnerships. Experience managing large multicultural teams and working in matrix relationships is desirable, as is experience in policy formulation within a development context and familiarity with the United Nations system or comparable international organizations.

Languages:
English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations, and proficiency in French is considered an asset but not mandatory.
