Job Overview:
The ICLA Project Manager will be responsible for managing the overall NRC ICLA project portfolio and staffing in South and Central Syria. This role involves strategic planning for the ICLA programme, conducting legal needs assessments, and reviewing referral mechanisms for ICLA interventions. Duties and Responsibilities:
The ICLA Project Manager will lead strategic planning for the ICLA programme, including conducting legal needs assessments and gap analyses. They will review and propose improvements to referral mechanisms for ICLA interventions, ensuring alignment with area office response priorities. The role includes reviewing ICLA field team structures and job descriptions, leading recruitment processes, and ensuring consistent quality and legal compliance across all ICLA services. The Project Manager will oversee the accurate use of ICLA case management and M&E tools, integrate evidence and learning into programme development, and support the ICLA specialist in developing legal tools and training materials. Additionally, they will guide legal research and advocacy messaging, participate in humanitarian coordination forums, strengthen collaboration with various stakeholders, and coordinate new emergency responses in the area.
Required Qualifications:
Candidates must possess a relevant university degree, preferably in law, human rights, or social studies, with a master's degree considered an added value. A minimum of 3 years of experience in a senior-level legal assistance or protection project management position in a humanitarian or recovery context is required. Candidates should have ICLA (Legal) technical expertise, particularly in Housing, Land & Property and civil documentation issues, and experience working in complex and volatile contexts. Fluency in English, both written and verbal, is mandatory, along with knowledge of the displacement context in Syria and the Middle East. Fluency in Arabic is also a must.
Educational Background:
The educational background required for this position includes a relevant university degree, ideally in law, human rights, or social studies. A master's degree in these fields is considered an added advantage, as it demonstrates a higher level of expertise and understanding of the complexities involved in legal assistance and humanitarian work.
Experience:
The position requires a minimum of 3 years of experience in a senior-level legal assistance or protection project management role within a humanitarian or recovery context. This experience should include direct involvement in legal programming and legal case management, as well as familiarity with the challenges faced in complex and volatile environments, particularly in relation to the Syrian context.
Languages:
Fluency in English is mandatory for this role, both in written and verbal communication. Additionally, fluency in Arabic is a must, as it is essential for effective communication with local stakeholders and project participants.
