Job Overview: The Senior Programme Manager (SPM) plays a crucial role in leading the development of programs, mobilizing resources, and coordinating stakeholders within the Peace and security" style="border-bottom: 1px dotted #007bff !important;">Security Cluster. This position is pivotal in ensuring the delivery of high-quality projects that align with mine action strategies and contribute to creating inclusive and safe environments. The SPM's leadership directly influences project success, supporting global security, humanitarian responses, and the achievement of sustainable development goals. The role requires a comprehensive understanding of the program lifecycle, funding portfolios, and the specific context of the country in which the projects are implemented. The SPM is expected to translate strategic objectives into actionable plans, ensuring that all initiatives are inclusive and address the needs of at-risk groups.
Duties and Responsibilities:
Programme Development, Planning, and Coordination: The SPM will coordinate the development of the Country Programme Strategy (CPS), ensuring it aligns with UN and government strategies. This includes regular reviews and updates to reflect in-house capacity and stakeholder needs. The SPM will also support the management team in translating the CPS into implementation plans with appropriate monitoring mechanisms.
Resource Mobilization: The SPM will monitor humanitarian trends to identify intervention areas and coordinate the design of new activities. This includes preparing program documents and ensuring funding agreements reflect GESI considerations.
Programme Management Support: The SPM will analyze funding agreements, develop compliance plans, and establish monitoring frameworks. They will track program results, prepare reports, and ensure communication between implementation teams and stakeholders.
Stakeholder Coordination: The SPM will build relationships with UN agencies, donors, and other stakeholders to facilitate program implementation. They will participate in inter-agency meetings and support the development of communication strategies.
Knowledge Management: The SPM will maintain program documentation and contribute to best practices and lessons learned.
People Management: The SPM will lead and motivate the program team, ensuring effective planning and recruitment while fostering an inclusive work environment.
Required Qualifications: Candidates must possess an advanced university degree (master's degree or equivalent) with at least 7 years of relevant experience, or a first-level university degree (bachelor's degree or equivalent) with a minimum of 9 years of relevant experience. Relevant experience includes coordination, resource mobilization, and program/project management within the UN or similar organizations. Candidates should demonstrate experience in drafting high-quality reports and project proposals, particularly in mine action or related fields. Experience in conflict or post-conflict contexts and integrating gender and social inclusion into project planning is also desired.
Educational Background: An advanced university degree (master's degree or equivalent) is required, along with 7 years of relevant experience. Alternatively, a first-level university degree (bachelor's degree or equivalent) with 9 years of relevant experience is acceptable. The educational background should be in a field related to program management, international relations, or a similar discipline.
Experience: Candidates should have progressive experience in coordination, resource mobilization, and program/project development or management. Relevant experience with the UN, multilateral organizations, or NGOs delivering humanitarian or development projects is essential. Experience in mine action or closely related fields is desired, as well as experience working in conflict or post-conflict contexts. Candidates should also have experience in advancing workforce inclusion and integrating gender, social inclusion, and safeguarding into project planning and implementation.
Languages: Fluency in English is required, while proficiency in French, Spanish, Chinese (Mandarin), Arabic, and Russian is desirable. Candidates should demonstrate strong communication skills in these languages, particularly in written and verbal contexts.
Additional Notes: The position is classified as a senior level role (ICS 11) with a contract type of Staff - IP - FTA. The contract duration is for one year, with the possibility of extension based on organizational requirements and performance. The role is full-time and may involve working in various locations, including home-based options.
