Job Overview:
The FAO Programme Officer position is located in the FAO Representation in Haiti, specifically in Port-au-Prince. The Programme Officer will report to the FAO Representative (FAOR) in Haiti and will collaborate closely with the Deputy FAOR and relevant units from the Regional Office for Latin America and the Caribbean (RLC), the Subregional Office for Central America (SLM), and headquarters, particularly the Office of Emergencies and Resilience (OER). The primary focus of this role is on programme implementation, which includes providing guidance and oversight of administration and operations units, as well as coordinating and monitoring programme development, resource mobilization, and reporting. The Programme Officer is expected to develop, implement, and evaluate effective leadership and management of major projects and teams in alignment with the objectives set forth by the FAO Strategic Framework.
Duties and Responsibilities:
The Programme Officer will be responsible for a variety of key functions, including: developing, implementing, and evaluating assigned programmes/projects; monitoring and analyzing programme/project development and implementation; reviewing relevant documents and reports; identifying problems and issues that need to be addressed and initiating corrective actions; liaising with relevant parties to ensure follow-up actions are taken. Additionally, the officer will perform specific assignments in collaboration with clients, which may involve planning and facilitating workshops and assisting in the development of action plans. The role also entails researching, analyzing, and presenting information gathered from diverse sources, coordinating policy development, and generating survey initiatives. The Programme Officer will organize and prepare written outputs such as background papers, analyses, and sections of reports, and provide substantive backstopping to consultative meetings and conferences. Furthermore, the officer will lead and participate in large, complex field missions, guiding external consultants and drafting mission summaries. Coordination of activities related to budget funding, including programme/project preparation and submissions, progress reports, and financial statements, is also a critical responsibility.
Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in business administration, public administration, social science, political science, or a related field. Additionally, a minimum of seven years of relevant experience in project or programme management, administration, or related areas is required. Candidates should have a working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another FAO official language, which may include Arabic, Chinese, French, Russian, or Spanish.
Educational Background:
The educational background required for this position includes an advanced university degree, specifically a Master’s degree or its equivalent, in fields such as business administration, public administration, social science, political science, or other related disciplines. This educational foundation is essential for understanding the complexities of programme management and the operational requirements of the FAO.
Experience:
The position requires candidates to have a minimum of seven years of relevant experience in project or programme management, administration, or related areas. This experience should ideally encompass work in various locations or areas, particularly in field positions, and should include managing technical cooperation projects and programmes, especially those related to emergency and resilience efforts. Familiarity with FAO policies and programmes is considered a strong asset, as is experience in liaising with international donor organizations and development partners.
Languages:
Candidates must have a working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another FAO official language, which may include Arabic, Chinese, French, Russian, or Spanish. Additionally, proficiency in French is considered an asset, enhancing the candidate's ability to communicate effectively in a multilingual environment.
