Job Overview:
The Regional Ukraine Crisis Adviser will play a crucial role in supporting the country offices involved in the Ukraine response and those hosting Ukrainian refugees, such as Moldova. The primary responsibilities include providing strategic advice and guidance to Country Directors and Heads of Programmes to ensure that optimal program strategies, structures, systems, and resources are in place. The role involves offering a range of advisory support and coordination related to business development, strategy development, change management efforts, and ensuring program quality. The adviser will also be responsible for managing the Nansen NRC Ukraine Response 2025-2027 project, which aims to address the ongoing challenges faced by displaced populations and host communities in the region. This position is ideal for experienced leaders with strong coordination, networking, and stakeholder management skills, as well as excellent negotiation and communication abilities. The adviser will be expected to build constructive relationships with external parties and contribute to the overall mission of NRC in providing effective humanitarian assistance.

Duties and Responsibilities:
The duties and responsibilities of the Regional Ukraine Crisis Adviser include:
  • Providing program development and strategic planning support, advice, and guidance to country offices.
  • Identifying business development opportunities and facilitating the development of proposals.
  • Conducting induction training for program staff in country offices to ensure they are well-equipped to implement programs effectively.
  • Supporting change management efforts within the organization to adapt to evolving needs and challenges.
  • Assisting in the development of strategies at the country level to enhance program effectiveness.
  • Conducting program evaluations at the country level to assess impact and inform future programming.
  • Managing the Nansen NRC Ukraine Response 2025-2027 project, ensuring alignment with NRC's overall objectives and strategies.
  • Collaborating with various stakeholders, including institutional donors, to ensure compliance with their strategies and priorities.
  • Engaging in networking and coordination efforts to strengthen partnerships and enhance program delivery.

Required Qualifications:
The ideal candidate for the Regional Ukraine Crisis Adviser position should possess the following qualifications:
  • Proven experience in a managerial or advisory role within humanitarian, recovery, or emergency response contexts.
  • In-depth knowledge of institutional donors' strategies, priorities, and compliance requirements.
  • A successful track record in proposal development or similar funding and partnership initiatives.
  • Experience working in complex and volatile contexts, demonstrating adaptability and resilience.
  • Strong negotiation and communication skills, with the ability to build and maintain constructive relationships with various stakeholders.
  • Fluency in English, both written and verbal, is mandatory, as effective communication is essential for this role.

Educational Background:
Candidates should have a relevant educational background, typically including a degree in international relations, humanitarian studies, social sciences, or a related field. Advanced degrees or specialized training in humanitarian response or program management may be advantageous and are often preferred by employers in this sector.

Experience:
The position requires significant experience in humanitarian or emergency response settings, ideally with a focus on program management and strategic planning. Candidates should have a minimum of several years of relevant experience, demonstrating their ability to navigate complex operational environments and lead teams effectively. Experience working with institutional donors and understanding their compliance requirements is also essential.

Languages:
Fluency in English is mandatory for this position, as all communications and documentation will be conducted in English. Knowledge of additional languages, particularly those relevant to the regions where NRC operates, may be considered an asset but is not explicitly required.

This position is based in Oslo, Norway, with the possibility of remote work from an NRC office in Europe. The contract duration is set for 12 months, starting from January 1, 2027, to December 31, 2027, with approximately 30% travel expected.
