Job Overview:
The Resources Management Officer will be responsible for supervising and managing the budgetary, financial, and administrative functions of IOM Norway. This position requires close coordination with various departments, including the Chief of Mission, the Senior Sub-Regional Resources Management Officer in Brussels, and the Regional Office for Europe and Central Asia. The officer will oversee the Resource Management Unit, ensuring its effective operation and implementing necessary structural reforms. The role involves monitoring financial management and administrative compliance for all activities under existing projects, facilitating treasury management, preparing financial reviews, and ensuring adherence to donor requirements. The officer will also supervise human resources, procurement, and administrative functions, ensuring timely operations and compliance with IOM requirements. This position is crucial for maintaining the financial health of IOM Norway and supporting its mission to assist migrants.

Duties and Responsibilities:
  • Supervise the Resource Management Unit of IOM Norway, implementing structural reforms and building capacity.
  • Monitor financial management and administrative compliance for all projects, ensuring adherence to IOM rules.
  • Facilitate treasury management, including cash flow forecasting.
  • Prepare regular financial reviews and oversee budget control processes.
  • Inform and update the Chief of Mission and Heads of Units on financial status and project activities.
  • Review financial reports, identify issues, and recommend corrective actions.
  • Prepare and review project budgets and financial reports in accordance with IOM regulations.
  • Participate in reviewing existing project procedures and recommend improvements.
  • Supervise human resources, procurement, and administrative functions. 1
  • Oversee supply chain services and manage contracts with suppliers. 1
  • Participate in government, UN, and civil society meetings as required. 1
  • Provide financial and administrative input to program development and donor compliance. 1
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the same fields with four years of relevant experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are advantageous. Candidates should have experience in financial administration, human resources, procurement, and logistics, as well as familiarity with Enterprise Resource Planning systems. Experience in emergency operations, monitoring and evaluation, or audit is also beneficial.

Educational Background:
The educational background required for this position includes a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited academic institution. Alternatively, a University degree in the same fields is acceptable if accompanied by four years of relevant professional experience. Accreditation from recognized institutions listed in the UNESCO World Higher Education Database is necessary. Professional certifications in accounting or finance are considered an advantage.

Experience:
The position requires candidates to have experience in all areas of financial administration, including financial management, accounting, and budgeting. Additionally, experience in human resources, procurement, and logistics is essential. Familiarity with Enterprise Resource Planning systems is required, and experience in emergency operations, monitoring and evaluation, or audit is advantageous. Candidates with experience in multi-country programming will have an added advantage.

Languages:
Fluency in English, both oral and written, is mandatory for this position. A working knowledge of Norwegian is considered an advantage. The proficiency of required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
