Job Overview:
The Human Resources and Administration Team Leader (HR and Administration TL) plays a crucial role within the DRC's operational framework in Ukraine. Reporting to the Support Services Manager, this position is responsible for leading and coordinating the Human Resources and Administration team. The HR and Administration TL will oversee various functions including recruitment, contract management, and compliance with both DRC policies and Ukrainian legislation. The role also encompasses administrative responsibilities such as managing lease agreements, expat registrations, event organization, travel bookings, and maintaining an inventory of administrative supplies. The HR and Administration TL is expected to ensure that all processes are executed efficiently and in accordance with legal requirements, thereby supporting the overall mission of DRC in providing effective humanitarian assistance.
Duties and Responsibilities:
The HR and Administration Team Leader will have a comprehensive set of duties and responsibilities, including but not limited to: leading the recruitment process for staff within the area, which involves advertising positions, preparing long lists of candidates, organizing interviews, conducting reference checks, and ensuring all relevant documentation is completed. The TL will ensure compliance with labor laws and personal data protection regulations, interact with other DRC offices to facilitate timely documentation turnover, and manage the hiring, transfer, and dismissal processes in accordance with legal and organizational guidelines. Additionally, the TL will set up and maintain personal files for employees, ensure adherence to leave policies, prepare internal orders, and manage HR-related tasks within the DRC dynamics ERP system. The TL will also coordinate medical insurance submissions, prepare monthly reports for auditing, maintain accurate records of HR information, process necessary agreements and permits for operations, and supervise the administrative team in logistical matters such as finding premises and booking accommodations. Furthermore, the TL will ensure compliance with DRC and donor procedures, provide on-the-job training to HR/Admin teams, and manage staff performance and development.
Required Qualifications:
To be considered for this position, candidates must possess a university degree in fields such as HR Management, Labor Economics, Law, Documentation and Information Activity, Record Keeping, or a related specialization. Additionally, candidates should demonstrate excellent organizational and time management skills, with the ability to prioritize tasks effectively. A strong sense of personal integrity, confidentiality, and ethical conduct is essential. Proficiency in Microsoft Office applications, Internet Explorer, and Outlook is required, along with English proficiency at a B2 level and fluency in Ukrainian.
Educational Background:
Candidates must have a university degree in a relevant field such as HR Management, Labor Economics, Law, or related areas. This educational background is critical for understanding the complexities of human resources and administration within the context of humanitarian operations.
Experience:
The position requires a minimum of three years of professional experience in Human Resources management, administration, or related fields. This experience should encompass a broad understanding of HR practices, labor laws, and administrative processes, particularly in a humanitarian or non-profit context.
Languages:
Fluency in Ukrainian is mandatory, and candidates must also possess English proficiency at a B2 level. Knowledge of additional languages may be considered an asset but is not required for this position.
Additional Notes:
The contract for this position includes a 3-month probationary period, with the possibility of extension based on performance and funding availability. The position is classified as managerial, with a designated duty station in Sumy. The start date is as soon as possible, and the salary will be in accordance with the Danish Refugee Council’s Terms of Employment for national contracts, starting from EUR 2,373 gross per month, depending on experience and qualifications.
