Job Overview: The position of WFP Consultor Internacional de Preparación y Respuesta ante Emergencias is crucial for maintaining a robust capacity for emergency preparedness and response. The role involves providing specialized technical support in the design, implementation, and monitoring of activities related to emergency preparedness, response, and early recovery. The consultant will work under the supervision of the head of programs, contributing to institutional capacity building and supporting the development and updating of contingency plans, risk analysis, and coordination mechanisms. The position is designed to ensure timely and effective humanitarian assistance to affected populations, thereby enhancing WFP's role as a key player in emergency management and resilience building in El Salvador. The consultant will also facilitate the generation of timely information for decision-making and support the implementation of humanitarian response actions.
Duties and Responsibilities: The main responsibilities of the consultant include: contributing to the design of program activities and leading the execution of In-kind and Cash-Based Transfer (CBT) operations; supporting management in defining the overall strategy and unit management, including team coordination and collaboration with external partners; providing technical advice for integrating climate, emergency, and human mobility approaches into the Country Strategic Plan (CSP) and government policies; managing resources and monitoring distribution plans; supervising monthly distribution plans and ensuring timely assistance; leading initial assessments and institutional mapping for project design; coordinating funding opportunities related to climate and emergencies; and contributing to the development of national staff capacities. The consultant is expected to engage in various strategic discussions and activities as required by the team.
Required Qualifications: The position requires an advanced university degree (Master's) in International Relations, International Development, Economics, Business Administration, Industrial Engineering, Risk Management, Social Sciences, Agronomy, Environmental Sciences, or related fields. Alternatively, a first-level university degree with additional years of relevant experience may be considered. Desired qualifications include specialization or postgraduate studies in Emergency Management, Humanitarian Action, Climate Change Adaptation, Social Protection, Cash-Based Transfers, Project Management, or related areas, as well as certifications in project management (PRINCE2, PMP, or similar).
Educational Background: Candidates must possess an advanced university degree (Master's) in relevant fields such as International Relations, Development, Economics, Business Administration, or related disciplines. A first-level university degree may be acceptable if accompanied by significant relevant experience. Additional desirable qualifications include postgraduate studies in areas related to emergency management and humanitarian action.
Experience: Candidates should have at least 5 years of relevant experience in humanitarian programs, development, emergency preparedness, and response, or social protection. Experience in project implementation and monitoring, coordination with partners, and programmatic activity management is essential. Desirable experience includes working with food assistance programs, cash-based transfers, and collaboration with international organizations or government entities. Experience in resource mobilization for projects is also advantageous.
Languages: Fluency in Spanish and English is mandatory, with a proficiency level of C1-C
