Job Overview:
The ICT Officer - Solution Design will operate under the supervision of the Project Manager and in coordination with the Head of Technology of the CT Travel Programme. This position serves as the designated on-site technical point of contact, facilitating coordination between technical leadership and other relevant stakeholders. The role involves developing, testing, debugging, implementing, and maintaining software applications specifically for the CT Travel Programme, with a strong emphasis on the development and implementation of new software releases for the goTravel software solution. The officer is expected to write clean, maintainable, and reliable code in accordance with established UN software development standards, coding practices, and Agile/Scrum methodologies. The position requires designing and developing web-based and client-server applications using established software development frameworks and technologies, including .NET Core, .NET Framework, C#, Angular, Microsoft SQL Server, MariaDB, PostgreSQL, and Elasticsearch/Elastic Stack. The incumbent will also be responsible for investigating and resolving software defects and technical issues through debugging, root-cause analysis, and code-level troubleshooting, as well as supporting application deployment, configuration, performance optimization, and maintenance across various environments.

Duties and Responsibilities:
The duties and responsibilities of the ICT Officer - Solution Design include contributing to the design, development, testing, debugging, implementation, and maintenance of application systems, releases, modules, and functionalities, ensuring quality and compliance with established standards. The officer will participate in planning, requirements analysis, specification, design, and implementation of application solutions, working directly with users and stakeholders to define and validate requirements. Additionally, the officer will prepare and maintain technical and user documentation, including system specifications, configuration documentation, release materials, and training materials, and deliver technical presentations and user training as required. The role also involves delivering software solutions and releases on time and in accordance with approved requirements and quality standards, which includes architectural and technical design, software development, corrections, testing and quality assurance, configuration and optimization of business processes for production, and maintaining technical documentation, configuration, and release materials in line with specifications, quality requirements, and deadlines.

Required Qualifications:
The required qualifications for the ICT Officer - Solution Design position include a first-level university degree or professional qualification in computer science, information systems, or a related field, combined with at least 2 years of relevant experience. An advanced university degree may be substituted for some years of experience. Additionally, formal qualifications or certifications from recognized national or international ICT industry vendors are desirable. Relevant experience is defined as experience designing and developing web applications using .NET and C#. Experience using Git as a collaborative tool for code quality is also required. Desired qualifications include a minimum of 2 years working experience with modern database systems such as MariaDB, Microsoft SQL Server, PostgreSQL, and Elastic Stack, as well as experience with Angular, AngularJS, CSS, and HTML. Familiarity with modern AI-powered development tools and Agile development techniques is also desirable.

Educational Background:
The educational background required for this position includes a first-level university degree or professional qualification in computer science, information systems, or a related field. An advanced university degree may substitute for some years of relevant experience, which is essential for the role.

Experience:
The level of experience needed for the ICT Officer - Solution Design position is defined as at least 2 years of relevant experience in designing and developing web applications using .NET and C#. Experience with Git for collaboration and code quality is required. Additionally, a minimum of 2 years working experience with modern database systems and web technologies is desirable, along with familiarity with Agile development techniques and effective communication skills.

Languages:
The mandatory language requirement for this position is fluency in English. Additionally, fluency in Arabic, Russian, Mandarin Chinese, and Spanish is considered desirable, enhancing the candidate's profile for this role.
