Job Overview: The Programme Management Officer position is located within the Climate Change Division of UNEP, specifically in the Adaptation and Resilience Branch, Climate Change Adaptation Section at the Nairobi duty station. The incumbent will work under the direct supervision of the Chief of Section and will be responsible for managing the strategic implementation, scale-up, and evaluation of the Global Ecosystem-based Adaptation (EbA) Fund. This includes monitoring and analysis, drafting reports, and preparing documents and meetings for the management of the Fund. The role also involves supporting other adaptation-related projects and programmes, conducting research, gathering inputs, and drafting documents to support programme, policy, and normative work related to adaptation. The officer will organize technical meetings, draft agendas, speaking notes, background notes, and participant lists, and will collect and analyze data to identify trends or patterns, providing insights through data visualization methods to enable data-driven planning, decision-making, presentation, and reporting. The position requires a proactive approach to managing tasks and responsibilities, ensuring effective collaboration with partners and stakeholders.
Duties and Responsibilities: The duties and responsibilities of the Programme Management Officer include:
Managing the strategic implementation, scale-up, and evaluation of the Global Ecosystem-based Adaptation (EbA) Fund, including monitoring and analysis, drafting reports, and preparing documents and meetings for the management of the Fund.
Supporting other adaptation-related projects and programmes as required, ensuring alignment with UNEP's strategic objectives.
Conducting research and gathering inputs to draft documents that support programme, policy, and normative work related to climate change adaptation.
Organizing technical meetings, including drafting agendas, speaking notes, background notes, and participant lists to facilitate effective discussions and decision-making.
Collecting and analyzing data to identify trends or patterns, providing insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning and reporting.
Performing any other duties as required to support the objectives of the Climate Change Division and UNEP.
Advanced university degree (Master's degree or equivalent) in environmental management, climate change, environmental sciences, or a related area is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is desirable.
Knowledge of programme management principles and environmental governance is essential, along with the ability to apply judgment in the context of assignments given, plan work, and manage conflicting priorities.
Educational Background: Candidates must possess an advanced university degree (Master's degree or equivalent) in environmental management, climate change, environmental sciences, or a related area. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is considered desirable, indicating a strong foundation in data-driven decision-making and analysis.
Experience: The position requires a minimum of five (5) years of relevant and progressively responsible work experience in the area of climate change, adaptation, ecosystems, or environment-related work. At least two years of experience in providing technical inputs and strategic advice in the implementation of climate change adaptation projects is required. Furthermore, candidates should have at least two years of experience in managing project budgets of USD $10M and above. Experience working within the United Nations or in other intergovernmental or comparable international organizations is desirable. Additionally, a minimum of three (3) years of experience in monitoring and analysis, drafting technical and meeting reports, preparing supporting documentation, and planning meetings within an international context is also desirable. Experience in data analytics or related areas for two (2) years or more is considered an asset.
Languages: The working languages of the United Nations Secretariat are English and French. For this job opening, proficiency in English is required, with a minimum level of proficiency at UN Level II for reading, writing, listening, and speaking. French is considered a good to have language, enhancing communication capabilities within the diverse environment of the United Nations.
Additional Notes: The appointment against this position is limited to the United Nations Environment Programme and is for an initial period of one (1) year, which may be subject to extension.
