Job Overview:
The National Consultant will play a crucial role in analyzing the distribution of insecticide-treated nets (ITNs) through mass campaigns and routine health systems in the Democratic Republic of the Congo (DRC). This position aims to identify strengths and weaknesses in the current distribution processes and provide strategic recommendations for optimizing future ITN distributions. The consultant will work closely with the National Malaria Control Programme (NMCP) and other stakeholders to gather data, conduct interviews, and analyze the effectiveness of existing distribution channels. The ultimate goal is to enhance the impact of health interventions by improving budgeting and costing tools related to ITN distribution.

Duties and Responsibilities:
The consultant's responsibilities include validating the analysis methodology with the NMCP, serving as a liaison with the Ministry of Health, adapting and pre-testing data collection instruments, reviewing documentation on ITN distribution, mapping processes for distribution, collecting and analyzing stakeholder experiences, and producing comprehensive reports with actionable recommendations. The consultant will also prepare a PowerPoint presentation summarizing key findings and ensure that all deliverables align with the project's objectives. Additionally, the consultant will be responsible for conducting interviews, focus group discussions, and other data collection methods to inform the project deliverables.

Required Qualifications:
Candidates must possess a Master's degree or higher in a relevant field, with a proven track record of successfully completing projects on time. They should have in-country presence and at least 3 to 5 years of experience in designing and implementing qualitative field studies, as well as experience in ITN distribution through various channels. Strong report writing skills in English are essential, along with the ability to communicate effectively with stakeholders at all levels.

Educational Background:
A Master's degree or higher in a relevant field is required for this position. This educational background should provide the necessary theoretical and practical knowledge to effectively analyze and optimize ITN distribution processes.

Experience:
The position requires 3 to 5 years of relevant experience, particularly in designing and implementing qualitative field studies and ITN distribution. Candidates should have a demonstrated ability to work in the field and engage with various stakeholders, as well as experience in report writing in English.

Languages:
Proficiency in English and French, both spoken and written, is preferred for this role. This bilingual capability will facilitate effective communication with diverse stakeholders and enhance the consultant's ability to gather and analyze data.

  • The consultant will prepare a biweekly work plan for approval and will receive support from a lead consultant and the Malaria Programmes Manager. The consultant will be engaged under standard contractual conditions set by the IFRC.
