Job Overview: The Human Resources Associate position at WHO is designed to support the organization's human resources functions at the country level. The incumbent will be responsible for guiding World Health Organization Country Office (WCO) staff on contractual modalities and HR actions, ensuring compliance with staff rules and policies. This role involves coordinating the establishment and classification of positions, administering recruitment processes for locally recruited staff, and managing contractual arrangements for non-staff contractors and consultants. The Human Resources Associate will also monitor contract expirations, manage attendance systems, and liaise with various stakeholders to facilitate travel and other HR-related arrangements. The position requires a proactive approach to problem-solving and the ability to handle multiple tasks efficiently while maintaining confidentiality and adhering to WHO's ethical standards.
Duties and Responsibilities:
Brief and guide WCO staff on appropriate contractual modalities and procedures in compliance with staff rules and policies.
Coordinate with WCO staff and HRS/EMRO on the establishment and classification of positions, advocating for the use of generic job descriptions, and updating organization charts.
Administer the recruitment process for locally recruited staff and non-staff, including publishing vacancy announcements, screening applicants, and finalizing appointment procedures.
Finalize contractual arrangements for non-staff contractors and consultants, ensuring all necessary documentation is attached.
Monitor the expiration of staff and non-staff contracts, initiating extensions or separations as required.
Administer the attendance system, maintaining accurate leave records and responding to staff queries related to leave.
Liaise with stakeholders regarding travel arrangements, visas, and security" style="border-bottom: 1px dotted #007bff !important;">security clearances for staff and non-staff.
Maintain HR confidential files, ensuring the confidentiality of performance appraisal records.
Coordinate the induction and training of staff and non-staff, ensuring timely completion of training programs. 1
Compile HR and financial data for presentations to decision-makers and take necessary administrative actions. 1
Perform other relevant duties as required within the scope of responsibility.
Required Qualifications: Essential qualifications include completion of secondary education supplemented by administrative training. A university degree in business administration, social sciences, or a related field is desirable. Candidates should demonstrate knowledge and application of human resources management policies and procedures, possess strong time management and analytical skills, and have a good understanding of WHO/UN procedures and HR practices.

Additional Notes: The position is subject to local recruitment, meaning it will be filled by candidates residing in the local commuting area of Mogadishu. WHO offers an attractive remuneration package, including an annual net base salary starting at USD 20,369, along with 30 days of annual leave.
