Job Overview:
The consultancy position is aimed at enhancing the quality of midwifery education in Turkmenistan to align with global competency standards. The consultant will be responsible for conducting a comprehensive gap analysis of the current midwifery curricula and developing updated educational materials that meet the International Confederation of Midwives (ICM) standards. This role involves significant collaboration with national partners, including the Ministry of Health and Medical Industry, to ensure that the updated curricula are effectively implemented across the country. The consultant will also deliver a Training of Trainers (ToT) program to prepare national educators to roll out the new curricula, thereby strengthening the overall capacity of the midwifery workforce in Turkmenistan.
Duties and Responsibilities:
The consultant will undertake a series of tasks divided into four main phases: 1) Conduct a comprehensive desk review of existing midwifery education curricula and regulatory frameworks, analyze national health workforce data, and produce a gap analysis report. 2) Develop updated, competency-based midwifery curricula and training guidelines, and facilitate a technical workshop for stakeholders to refine these materials. 3) Compile training materials and deliver a practical Training of Trainers (ToT) program for selected national educators and health specialists. 4) Prepare a comprehensive final consultancy report summarizing the outcomes, lessons learned, and an implementation roadmap for the curriculum rollout. The consultant is expected to work closely with various stakeholders and provide weekly updates on progress and challenges.
Required Qualifications:
Candidates must possess a minimum of 7 years of professional experience in health education development, particularly in midwifery curriculum modernization and health workforce management. They should have extensive practical experience with ICM Global Standards for Midwifery Education and WHO competency frameworks. Proven expertise in data-driven health workforce planning models and experience in facilitating capacity-building workshops for health authorities and faculty are essential. The consultant must demonstrate strong analytical skills and the ability to work collaboratively with diverse stakeholders.
Educational Background:
A relevant advanced degree in public health, education, or a related field is required. Candidates with specialized training in midwifery education or health workforce development will be given preference. Additional certifications or training in curriculum development and instructional design are advantageous.
Experience:
The ideal candidate should have at least 7 years of relevant experience in health education development, with a focus on midwifery and maternal health. Experience working in Central Asia or Eastern Europe/CIS health contexts is highly desirable, as it provides valuable insights into the regional challenges and opportunities in health education and workforce management.
Languages:
Fluency in English, both written and spoken, is mandatory for this position. A working knowledge of Russian is considered a strong asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultancy.

- The consultant will work remotely, with one in-country travel expected for 5 days in November 2026 to meet with UNFPA staff and deliver specified tasks. The consultancy fee will be based on the P-4 level of the UN Salary Scale for Professional and higher categories effective January 1, 2026, and will be paid in a lump sum upon successful completion of deliverables. UNFPA will provide all necessary materials and logistical support for the consultant, including visa arrangements and travel costs according to UNFPA’s Duty Travel Policy.
