Job Overview:
The Consultant will play a crucial role in providing comprehensive technical assistance to Liberia's National Malaria Control Program (NMCP) in the planning and implementation of the 2026 insecticide-treated net (ITN) mass campaign. This position requires a strong focus on logistics, ensuring that all campaign activities are executed efficiently, on schedule, and meet high-quality standards. The consultant will work closely with the NMCP and other partners to strengthen planning and coordination components of the campaign, leveraging lessons learned from previous campaigns to enhance operational effectiveness. The consultant will be responsible for supporting various phases of the campaign, including macroplanning, microplanning, training, implementation, and post-campaign evaluations. This role is essential for ensuring that the campaign aligns with national malaria control strategies and operational requirements, ultimately contributing to the reduction of malaria transmission in Liberia.

Duties and Responsibilities:
The consultant's duties will be divided into three main phases: 1) Support for the development of tools, training packages, and microplanning validation, which includes finalizing logistics documents, training materials, and waste management plans. 2) Training and support for household registration (HHR) and distribution implementation, which involves organizing logistics training, monitoring data at all levels, and ensuring effective distribution of ITNs. 3) Data reconciliation and final reporting, which includes analyzing logistics data, supporting post-campaign logistics reconciliation, and implementing waste management plans. Throughout the consultancy, the consultant will actively participate in meetings, provide weekly situation reports, and submit interim and final mission reports detailing progress and recommendations for future actions.

Required Qualifications:
Candidates must possess an advanced university degree (master's) in public health, social science, public administration, business administration, or a related field. Additionally, candidates should have at least 7 years of experience working on mass ITN distribution campaigns, mass vaccination campaigns, or other large-scale health programs. A minimum of 5 years of experience specifically in logistics related to ITN campaigns is required. The consultant should demonstrate strong analytical skills, the ability to work collaboratively with diverse stakeholders, and a commitment to high-quality deliverables.

Educational Background:
An advanced university degree (master's) in public health, social science, public administration, business administration, or a related area is required for this position. This educational background is essential for understanding the complexities of public health initiatives and the logistical challenges associated with large-scale health campaigns.

Experience:
The position requires a minimum of 7 years of relevant experience, particularly in mass ITN distribution campaigns, mass vaccination campaigns, or other large-scale health programs. Candidates should have at least 5 years of experience specifically in logistics related to ITN campaigns, demonstrating a deep understanding of the operational aspects of health program implementation.

Languages:
Fluency in English is mandatory for this position. Proficiency in additional languages may be considered an asset, but English is the primary language of communication within the organization and for the execution of the consultant's duties.

Additional Notes:
The consultancy will take place from October to December 31, 2026, and will involve travel to Liberia. The consultant will be contracted by the IFRC under standard contractual terms.
