Job Overview:
The position of National Consultant for the Market Survey is part of the IOM's RE2CLID project, which focuses on the regional response to climate displacement in Sub-Saharan Africa. This project is funded by the European Union and is implemented in collaboration with Enabel in the Democratic Republic of the Congo, Burundi, and Tanzania. The consultant will be responsible for conducting a market survey that identifies realistic economic options tailored to local markets, particularly in the context of climate change and green economy development. The survey will involve both quantitative and qualitative analyses, including financial, economic, and demographic data collection, as well as consumer meetings and interviews. The consultant will work closely with the IOM's technical team to provide guidance and support to selected beneficiaries, ensuring that the survey addresses gender and youth issues and is sensitive to the needs of displaced communities. The findings from this survey will directly inform subsequent activities related to vocational training and livelihood opportunities, as well as microcredit and village savings and loan groups, ensuring coherence with identified value chains.

The consultant will be tasked with several key responsibilities, including:
Required Qualifications:
Candidates must possess a higher university degree or equivalent in social sciences, economics, or a related field. Additionally, a minimum of 7 years of experience in designing, managing, and evaluating market opportunities for youth and other vulnerable target populations in conflict and crisis environments is required. Experience working with IOM and UN agencies in crisis-affected settings is essential, along with demonstrated skills in green or climate-resilient value chain analysis and livelihood programs for displaced populations. Candidates must also be able to communicate and write clearly and concisely in both French and English.
Educational Background:
The educational background required for this position includes a higher university degree or equivalent in social sciences, economics, or a related field. This educational foundation is crucial for understanding the complexities of market dynamics and the socio-economic factors affecting displaced communities.
Experience:
The position requires a minimum of 7 years of relevant experience in the field. This experience should include designing, managing, and evaluating market opportunities specifically for vulnerable populations, particularly in environments affected by conflict and crisis. Candidates should also have experience working with international organizations, particularly in the context of migration and displacement.
Languages:
Fluency in French (both spoken and written) is mandatory for this consultancy role. Proficiency in English is considered an asset, as it will facilitate communication and reporting in a bilingual context.
Additional Notes:
The consultant will be compensated with a total consultancy fee of USD 30,000, payable in three installments linked to the validation of specific deliverables. The IOM provides coverage for work-related accidents and occupational diseases at no cost during the consultancy period. However, consultants are responsible for their own medical insurance for non-work-related accidents or illnesses. The appointment is subject to medical fitness certification, accreditation, compliance with residency or visa requirements, and obtaining security clearances. The IOM maintains a zero-tolerance policy towards any behavior incompatible with the aims and objectives of the United Nations and the IOM, including sexual exploitation and abuse, sexual harassment, abuse of authority, and discrimination based on gender, nationality, age, race, sexual orientation, religion, ethnicity, or disability. - Developing a detailed methodological note and work plan, which must be validated during a methodological validation workshop with provincial authorities.
- Conducting a comprehensive market survey that includes both quantitative and qualitative data collection methods, ensuring that the survey is sensitive to conflict and security" style="border-bottom: 1px dotted #007bff !important;">security issues.
- Analyzing the collected data to identify green job opportunities and sustainable value chains, with a focus on the nine target communities affected by displacement.
- Preparing and submitting a provisional market study report, including a prioritization matrix of economic opportunities and a consolidated database in Excel format for IOM review.
- Delivering a final multisectoral report in French, accompanied by an executive summary in English, which integrates training and awareness-raising materials, a dashboard of sectors/costs/margins/risks, and a decision note with recommended micro-projects by intervention area.
- Ensuring that all deliverables meet quality standards and deadlines, as validated by the Project Officer and Senior Programme Officer.
