Job Overview:
The Program Lead for the Ebola Response is a critical member of the Ebola Response Senior Management Team, responsible for the overall leadership and management of IRC's programs in the affected provinces of the Democratic Republic of the Congo. Reporting to the Ebola Response Director, the Program Lead will oversee the design, implementation, and management of programs aimed at addressing the needs and priorities of clients affected by the Ebola outbreak. This role requires strategic direction in program development, fostering innovations, and enhancing the impact of IRC's initiatives on the ground. The Program Lead will coordinate with various stakeholders, including donors, government and non-government partners, and IRC's technical and regional support teams, ensuring that multi-sector projects are designed and implemented effectively. The position also involves tracking strategic funding opportunities and making informed decisions regarding partnerships and program positioning.
Duties and Responsibilities:
The Program Lead will be responsible for leading the operationalization of IRC's Ebola Response strategy, engaging in strategic planning processes, and ensuring that the response is adaptable to the evolving needs of the outbreak. Key responsibilities include conducting regular analyses of the outbreak, ensuring compliance with IRC's program quality standards, and identifying opportunities for sustainable program growth. The Program Lead will provide leadership and strategic support to program and grants teams in developing competitive funding applications, ensuring that program choices are based on thorough needs assessments and community input. Additionally, the Program Lead will oversee the implementation of the Ebola Response program portfolio, ensuring compliance with IRC and donor regulations, and building the capacity of program team members. The role also involves managing grants, ensuring high-quality reporting, and maintaining effective budget management. The Program Lead will represent IRC in coordination forums and advocate for the organization's programs and partnerships.
Required Qualifications:
Candidates must possess a minimum of eight years of leadership experience in emergency, conflict, and epidemic outbreak settings, with at least five years managing NGO programs. Experience in an Ebola outbreak is advantageous. Applicants should demonstrate strategic thinking and prioritization skills under pressure, with a proven ability to analyze complex issues and translate strategic priorities into actionable plans. Experience managing protection, WASH, cash, and primary health programs is required, along with a track record of successful program delivery in challenging security" style="border-bottom: 1px dotted #007bff !important;">security environments. Candidates should have experience with mobile program models and remote management, as well as a history of developing successful proposals for public and private-sector donors.
