Job Overview:
The Consultant will play a crucial role in providing comprehensive technical assistance to Liberia's National Malaria Control Program (NMCP) in the planning and implementation of the 2026 insecticide-treated net (ITN) mass campaign. This position requires a deep understanding of malaria control strategies and operational requirements, as well as the ability to coordinate effectively with various stakeholders. The consultant will be expected to support all phases of the campaign, including macroplanning, microplanning, training, implementation, and post-campaign evaluation. The role emphasizes the importance of high-quality, efficient delivery of campaign activities, ensuring alignment with national strategies and operational needs. The consultant will also be responsible for developing training materials, monitoring campaign implementation, and providing technical inputs to enhance the overall effectiveness of the campaign.

Duties and Responsibilities:
The consultant's duties will be divided into three main phases: 1) Support for the development of tools, training packages, and microplanning validation, which includes finalizing all necessary documents for campaign implementation, developing training methodologies, and ensuring timely availability of materials. 2) Training and support for household registration (HHR) and distribution implementation, which involves organizing training sessions, monitoring campaign activities, and providing feedback to improve programmatic outcomes. 3) Data reconciliation and final reporting, which includes analyzing programmatic data to identify trends and lessons learned, organizing lessons learned meetings, and drafting the final campaign report. Throughout the consultancy, the consultant will actively participate in meetings, submit weekly situation reports, and provide interim and final mission reports detailing progress and recommendations for future actions.

Required Qualifications:
Candidates must possess an advanced university degree (master's) in public health, social science, public administration, business administration, or a related field. Additionally, applicants should have at least 7 years of experience working on mass ITN distribution campaigns, mass vaccination campaigns, or other large-scale health programs. A minimum of 5 years of experience in strategy, monitoring, and evaluation related to ITN campaigns is also required. The consultant should demonstrate strong analytical skills, the ability to work collaboratively with diverse stakeholders, and a commitment to high-quality program delivery.

Educational Background:
An advanced university degree (master's) in public health, social science, public administration, business administration, or a related area is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the planning and implementation of the malaria control campaign.

Experience:
The position requires a minimum of 7 years of relevant experience in large-scale health programs, specifically in mass ITN distribution or vaccination campaigns. Candidates should have a proven track record of working in similar roles, demonstrating their ability to manage complex projects and deliver results in challenging environments. Experience in strategy development, monitoring, and evaluation within the context of ITN campaigns is particularly important, with at least 5 years dedicated to these areas.

Languages:
A working knowledge of French is mandatory for this position, while fluency in English is preferred. The ability to communicate effectively in both languages will facilitate collaboration with diverse stakeholders and enhance the consultant's effectiveness in the role.

Additional Notes:
The consultancy will run from October to December 31, 2026, and will involve travel to Liberia. The consultant will be contracted by the IFRC under standard contractual terms.
