Job Overview:
The WASH/Shelter Team Leader is tasked with leading the qualitative implementation of NRC’s Shelter and WASH programs in targeted displacement sites. This role requires advanced technical guidance on WASH/Shelter programming and effective planning, management, and supervision of the team, ensuring alignment with NRC’s operational and technical priorities. The Team Leader is responsible for overseeing and monitoring Shelter and WASH activities at the field level, ensuring efficient service delivery, adherence to humanitarian standards, and consistent application of NRC’s accountability and protection principles. As the technical lead, the Team Leader plays a crucial role in shaping the program direction, addressing community needs while meeting organizational and donor requirements, and enhancing NRC’s responsiveness, program quality, and coordination across displacement sites in northern Yemen.

Duties and Responsibilities:
The WASH/Shelter Team Leader will supervise and implement WASH/Shelter projects according to established strategies, proposals, and plans. Key responsibilities include ensuring adherence to NRC policies and donor requirements, developing annual activity and work plans, supervising, training, and developing project staff, and promoting ideas for improvement in activities. The Team Leader will cooperate with relevant partners and local authorities, organize training sessions for the team, partners, and beneficiaries, and prepare monthly activity/project reports as required. Specific responsibilities include leading, planning, organizing, and executing daily WASH/Shelter activities in line with agreed work plans and methodologies, managing the daily field operations of WASH/Shelter projects, assisting the WASH/Shelter coordinator in tracking indicators, maintaining budget control, representing NRC in WASH/Shelter sub-Clusters, monitoring project activities by implementing partners, leading data collection and quality assurance for WASH projects, supervising construction work related to WASH/Shelter, ensuring community sensitivity in all work, and drafting and submitting project reports to the WASH/Shelter Coordinator. Additional tasks may be assigned by the immediate superior.

Required Qualifications:
Candidates must possess a university degree in Civil Engineering, Architecture, Urban Planning, or a related engineering field. A minimum of 4 years of professional experience in WASH/Shelter programming is required, along with at least 4 years of experience in humanitarian or recovery contexts, including team management. Previous experience in complex and volatile environments is essential, as is strong coordination experience with government authorities, clusters, national NGOs, international NGOs, and UN agencies. A solid understanding of project monitoring, evaluation, and reporting is necessary, with the ability to design effective monitoring and evaluation tools. Documented results related to program responsibilities and proven leadership skills are also required, along with a clear understanding of one's leadership profile.

Educational Background:
The educational background required for this position includes a university degree in Civil Engineering, Architecture, Urban Planning, or a related engineering field. This educational foundation is critical for understanding the technical aspects of WASH and Shelter programming and for effectively leading projects in these areas.

Experience:
The position requires a minimum of 4 years of professional experience specifically in WASH/Shelter programming. Candidates should also have at least 4 years of experience working in humanitarian or recovery contexts, which includes managing teams and navigating complex operational environments. Experience in coordinating with various stakeholders, including government authorities and NGOs, is also essential.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if relevant to the operational context in Yemen.
