Job Overview:
The Communications and Knowledge Management Officer is responsible for coordinating institutional and programmatic communication activities for FHI 360 Madagascar. This role supports all country office projects and initiatives in terms of institutional communication, program visibility, document management, experience capitalization, and compliance with communication requirements from various donors and clients. The position involves occasional travel to program intervention regions. The officer will ensure the quality, consistency, and visibility of FHI 360's messages to partners, donors, national authorities, media, and other stakeholders. Additionally, the officer will collect, organize, document, and disseminate achievements, results, innovations, best practices, and significant experiences generated by the programs, contributing to enhancing the reputation and visibility of FHI 360 Madagascar while ensuring the quality of communication products developed by the country office.

Duties and Responsibilities:
  • Development and Implementation of Institutional Communication: Develop and implement the country office communication strategy in collaboration with the Senior Program Officer. Create annual communication plans covering all projects and initiatives. Ensure the consistency of FHI 360 Madagascar's institutional messages. Facilitate effective dissemination of information regarding activities, achievements, and results. Enhance the visibility and institutional reputation of FHI 360 among national and international stakeholders. Support the preparation and coverage of institutional events, conferences, workshops, and strategic meetings. Maintain and develop relationships with media, partners, donors, and other relevant stakeholders.
  • Content Production and Program Visibility: Produce, write, edit, and disseminate high-quality communication content. Develop success stories, case studies, fact sheets, articles, press releases, newsletters, web content, and other communication products. Design or coordinate the design of printed and digital communication materials. Ensure coverage of major program activities through the collection of testimonials, photographs, videos, and other field content. Maintain and manage an institutional photo and video library. Produce institutional presentations and visibility materials for partners and donors. Ensure all communication products meet FHI 360's quality standards and specific donor requirements. Coordinate the validation processes of communication products before external dissemination.
  • Knowledge Management and Programmatic Capitalization: Develop and maintain a system for documenting and valuing the achievements of the country portfolio. Coordinate communications with the Malagasy government and donors. Create various communication materials, design documents, and communication tools. Identify, document, and disseminate best practices, innovations, and significant experiences from projects. Produce capitalization documents for teams, partners, donors, and other stakeholders. Assist project teams in documenting their results and achievements. Ensure the availability, accessibility, and organization of documentary resources produced within the programs. Contribute to preserving the institutional memory of the country office.
  • Document Management and Collaborative Platforms: Administer and maintain SharePoint spaces and other collaborative platforms of the country office. Ensure the organization, archiving, and regular updating of institutional and programmatic documents. Develop and provide templates, tools, and procedures to facilitate document management. Train and support staff in using collaborative platforms and document management tools. Ensure compliance with organizational standards for filing and archiving. Conduct regular checks to ensure the quality and compliance of the country office's document organization.
  • Support for Reporting and Communication of Results: Collaborate with Program and MEL teams to highlight project results and impacts. Transform programmatic data and technical results into accessible, attractive content tailored to various target audiences. Develop infographics, presentations, and visual products for better communication of results. Contribute to preparing institutional documents used in meetings with donors, partners, and national authorities. Participate in preparing institutional reports requiring editorial, graphic, or formatting support. Assist teams in strategically disseminating results from the country portfolio.
  • Support for Communication Compliance, Branding, and Marking: Maintain ongoing monitoring of communication, visibility, branding, and marking requirements applicable to various projects in the portfolio. Advise program teams and the country office on interpreting and applying donor and client guidelines regarding communication and visibility. Develop tools, guides, procedures, and checklists to facilitate compliance with branding and marking requirements. Conduct quality reviews of communication materials, publications, presentations, events, and media products before dissemination. Verify the compliance of developed products with branding and marking plans specific to different donors and clients. Train and support staff and implementation partners on visibility requirements applicable to projects. Coordinate with project managers to ensure consistent application of donor communication requirements. Serve as the technical focal point for the country office on branding, marking, and institutional visibility issues.
  • Support for Resource Mobilization: Contribute to preparing institutional documents used in program development efforts. Participate in preparing institutional profiles, organizational presentations, and promotional documents. Support the documentation of successes, innovations, and impacts of the country portfolio that can be used in funding proposals. Keep updated materials demonstrating FHI 360 Madagascar's expertise and added value.

Required Qualifications:
Bachelor's or Master's degree in Communication, Journalism, Public Relations, Marketing, Information Management, International Development, or any other relevant field. Minimum of five (5) years of relevant professional experience in institutional communication, communication for development, or knowledge management. Proven experience within an international non-governmental organization, development agency, or similar institution is highly desirable. Demonstrated experience in writing, editing, and producing communication content. Experience in managing collaborative platforms and document management systems. Experience working with multiple international development donors or clients is a significant asset. Experience in supporting program teams on visibility and communication issues is highly desirable.

Educational Background:
A Bachelor's or Master's degree in Communication, Journalism, Public Relations, Marketing, Information Management, International Development, or any other relevant field is required for this position.

Experience:
The position requires a minimum of five (5) years of relevant professional experience in institutional communication, communication for development, or knowledge management. Experience within an international non-governmental organization, development agency, or similar institution is highly desirable, along with demonstrated experience in writing, editing, and producing communication content. Familiarity with managing collaborative platforms and document management systems is also essential, as is experience working with multiple international development donors or clients.

Languages:
Fluency in French is mandatory, with excellent writing, synthesis, and editing skills. A very good command of written and spoken English is also required. Proficiency in additional languages may be considered an asset, depending on the specific needs of the organization and its stakeholders.

Additional Notes:
The expected hiring salary range for this role is MGA 46,500,000 - 55,000,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
