The mission is involved in food security and livelihoods, water, hygiene, and sanitation, as well as multi-sector cash assistance. SI's approach includes emergency response programs and development activities in stabilized areas, illustrating its strategy to maintain a strong emergency response capacity while developing sustainable solutions to the challenges faced by populations in eastern DRC. In 2026, SI's financial volume was approximately 30 million USD, and field teams implement various projects while conducting multi-sector assessments to secure additional funding and continue supporting vulnerable populations.

Job Overview:
The primary objective of the Coordinator for Ethics and Compliance is to verify the compliance of internal practices and ensure the dissemination of good internal control practices. A key responsibility is to monitor and address reports and alerts promptly. The Coordinator actively contributes to the success of external audits and ensures the implementation of recommendations. Additionally, the role involves preventing and addressing abusive behaviors and establishing risk management within the organization. The Coordinator serves as the main contact for headquarters regarding audits, abuse prevention, management, and internal ethics and compliance procedures. The position faces several challenges, including capacity building for the Ethics and Compliance Manager, coordination of audits, and managing a significant financial volume with diverse donors, necessitating frequent audits and reporting of alerts. The first two to three months will focus on coordinating the management of alerts, leading investigations, and enhancing the capacities of the Ethics and Compliance team.

Duties and Responsibilities:
The Coordinator for Ethics and Compliance will be responsible for the following duties:
  • Verify compliance with internal practices and ensure the dissemination of good practices in internal control.
  • Monitor and address reports and alerts in a timely manner.
  • Actively contribute to the success of external audits and ensure the implementation of recommendations.
  • Prevent and address abusive behaviors within the organization.
  • Establish risk management strategies and practices.
  • Serve as the primary contact for headquarters regarding audits, abuse prevention, and internal procedures related to ethics and compliance.
  • Coordinate the management of alerts and reports across the mission.
  • Lead investigations into various types of abuse, fraud, and corruption.
  • Develop management tools such as reports and confidentiality agreements. 1
  • Support the capacity building of the Ethics and Compliance Manager and Assistant. 1
  • Enhance archiving practices within the mission. 1
  • Manage the documentation and coordination of audits, ensuring proper follow-up and closure of audit findings. 1
  • Maintain a strong response capacity while developing sustainable solutions to challenges faced by populations in eastern DRC.

Required Qualifications:
The position requires the following qualifications:
  • A minimum of 5 years of experience in the humanitarian sector.
  • At least 5 years of experience in a similar role focused on ethics and compliance.
  • Proven experience in managing audits, including planning, documentation preparation, and coordination with relevant teams.
  • Experience conducting internal audits with local partners, including evaluation of management practices and follow-up on recommendations.
  • Ability to communicate compliance and ethics issues effectively to non-specialist colleagues.
  • Proven experience in investigations related to various types of abuse, fraud, corruption, and safeguarding.
  • Strong intercultural sensitivity and adaptability to diverse contexts.
  • Excellent stress management skills and the ability to work under pressure with significant workloads and tight deadlines.
  • Previous experience in team management and emergency contexts, preferably in Central Africa.

Educational Background:
Candidates should possess a relevant educational background, typically a degree in a field related to humanitarian work, ethics, compliance, or a similar area. Advanced degrees or certifications in compliance, auditing, or ethics are highly desirable and may enhance a candidate's qualifications for this position.

Experience:
The position requires a minimum of 5 years of experience in the humanitarian sector, with at least 5 years in a similar role focused on ethics and compliance. Candidates should have a proven track record in managing audits and conducting investigations related to abuse, fraud, and compliance issues.

Languages:
Fluency in French is mandatory, and proficiency in English is also required. Knowledge of additional languages may be considered an asset but is not mandatory for this position.

  • The role is based in Goma, DRC, which is categorized as a level 4 security zone, indicating a volatile security context. The organization offers a competitive salary starting from EUR 2860 gross per month, including a monthly per diem of USD 80
  • Solidarity International covers housing costs and travel expenses between the expatriate's home country and the duty station. The organization implements a work and leave system, allowing for breaks every three months, along with additional rest days. Expatriates receive comprehensive health insurance covering medical expenses, including dental and optical care, as well as necessary vaccinations and anti-malarial treatments. Living conditions include accommodation with private rooms and bathrooms, access to varied and quality food, and opportunities for recreational activities.
