The GCF Secretariat is supported by a diverse network of technical experts and partners, ensuring the delivery of transparent, efficient, and country-driven climate finance, which is crucial for addressing the pressing challenges posed by climate change.

Job Overview:
The GCF is in the process of establishing a roster of highly qualified individual consultants who possess specialized skills and experience in various critical areas. These areas include fiduciary standards, governance, institutional capacity, integrity, legal and policy analysis, risk management, environmental and social safeguards, gender issues, and partnerships with Indigenous Peoples. The selected experts are expected to work effectively within a dynamic and multicultural environment, providing high-quality technical advice that supports transparent and risk-based accreditation processes. The roster will be overseen by GCF’s Accreditation and Entity Relations Unit, in collaboration with the Office of the General Counsel and other relevant departments. Experts will be engaged through specific call-off Terms of Reference (TORs) that outline clearly defined and time-bound outputs, ensuring that the GCF can mobilize the necessary expertise to meet its accreditation needs.

Duties and Responsibilities:
The duties and responsibilities of the consultants on this roster will include a variety of tasks aimed at supporting Direct Access Entity applicants under the revised Accreditation Framework (RAF). This includes conducting rapid gap confirmations, triaging selected applicants, reviewing feedback from the Secretariat or Accreditation Panel, identifying priority gaps, and preparing concise gap-closure work plans. Consultants will provide targeted technical assistance to help applicants address identified accreditation gaps through standardized yet customizable modules. They will also offer specialized technical advice on applying GCF screening requirements to cases involving climate-vulnerable groups, including Indigenous Peoples’ Organizations. Additionally, consultants will facilitate focused working sessions with applicant technical teams and leadership, collaborate across departments, and provide expert advisory inputs to the Independent Accreditation Panel and Secretariat. Deliverables will include diagnostic notes, revised policies and procedures, records of validation sessions, and concise technical review notes for accreditation review assignments.

Required Qualifications:
To qualify for this position, applicants must possess an advanced university degree, preferably at the master’s level or higher, in fields such as finance, accounting, economics, environmental or social safeguards, environmental science, social development, gender studies, Indigenous Peoples’ rights, law, public administration, governance, international development, or climate finance. Furthermore, candidates must demonstrate at least 15 years of progressively responsible professional experience in one or more of the expertise areas covered by the roster. This experience should ideally be with international financial institutions, multilateral development banks, bilateral development agencies, climate finance institutions, United Nations entities, or relevant civil society organizations. Applicants must also have a proven track record in conducting technical reviews, institutional assessments, and due diligence related to accreditation and fiduciary standards.

Educational Background:
The educational background required for this position includes an advanced university degree, preferably at the master’s level or higher, in relevant fields such as finance, accounting, economics, environmental science, social development, gender studies, Indigenous Peoples’ rights, law, public administration, governance, international development, or climate finance. This educational foundation is essential for understanding the complexities of climate finance and the various institutional frameworks that govern accreditation processes.

Experience:
Candidates must have at least 15 years of progressively responsible relevant professional experience in one or more of the expertise areas covered by the roster. This experience should preferably be gained in contexts such as international financial institutions, multilateral development banks, bilateral development agencies, climate finance institutions, United Nations entities, or relevant civil society organizations. Demonstrated experience in conducting technical reviews, institutional assessments, and due diligence related to accreditation and fiduciary standards is crucial for this role.

Languages:
Fluency in written and spoken English is mandatory for this position. Additionally, a working knowledge of other United Nations languages is desirable, as it can enhance communication and collaboration in a multicultural environment.

The GCF is looking for individual consultants, and firms or consortia are not eligible unless expressly permitted in a separate procurement process.
