The position of Resident Advisor in Financial Sector Supervision and Regulation at the IMF South Asia Regional Training and Technical Assistance Center (SARTTAC) is a pivotal role aimed at enhancing the financial sector supervision and regulation capacities of member countries. Duties and Responsibilities:
The Resident Advisor will have a comprehensive set of responsibilities, including: responding to capacity development requests from SARTTAC member countries; managing and delivering technical assistance on financial sector supervision and regulation; preparing documentation for MCM internal review; evaluating financial sector supervision frameworks and making recommendations; advising on improvements in licensing systems and supervisory structures; implementing risk-based supervision; supporting the implementation of the Basel Capital Adequacy Framework; providing on-the-job training to local supervisors; conducting workshops and seminars; keeping MCM back-stoppers informed of developments; applying results-based management principles; leading annual work planning and budgeting for capacity development programs; and ensuring compliance with IMF policies in all advisory activities.
Required Qualifications:
Candidates must demonstrate creativity and initiative, with at least seven years of experience in a financial sector supervisory agency. A deep understanding of international standards for banking supervision and regulation, along with experience in their implementation at the national level, is essential. Expertise in technical assistance delivery in this field is considered an advantage. Candidates should possess excellent interpersonal skills, the ability to work effectively with senior policymakers, lead teams of experts, and handle sensitive issues in a multicultural environment. Strong verbal and written communication skills in English are mandatory, along with good organizational and time management skills to balance demands from member countries and responsibilities from MCM and SARTTAC.
Educational Background:
A master’s degree in economics, finance, accounting, or a related area is required for this position. This educational background is crucial as it provides the theoretical foundation and analytical skills necessary for understanding complex financial systems and regulatory frameworks.
Experience:
The position requires a minimum of seven years of relevant experience in a financial sector supervisory agency. This experience should include a thorough understanding of international banking supervision standards and practical experience in implementing these standards at the national level. Languages:
