Job Overview:
The position of Coordinateur·ice paie rémunération et administration du personnel terrain involves providing support to the Human Resources (HR) teams across 21 countries where ACF operates. The role is supervised by the Regional HR Service Manager and focuses on ensuring the smooth operation of payroll processes using the Homère software, as well as overseeing remuneration revisions. The successful candidate will be responsible for supporting the deployment and revision of payroll and remuneration processes in collaboration with the Regional HR team and Functional Coordinators. This includes assisting HR Managers in formalizing their requests for system configurations, supporting country offices in formalizing their payroll processes, and providing technical support for administrative tools used by HR teams in the field. The role also involves creating and updating personnel administration frameworks, ensuring compliance with internal controls on payroll and personnel management, and defining HR indicators. The position requires a proactive approach and the ability to adapt to both national and international humanitarian contexts.

Duties and Responsibilities:
  • Support the deployment and revision of payroll and remuneration processes in collaboration with the Regional HR team and Functional Coordinators.
  • Assist HR Managers in formalizing their requests for system configurations related to payroll.
  • Support country offices in formalizing their payroll processes and monitoring their implementation.
  • Provide technical support on administrative tools for users in intervention countries in collaboration with the HRIS team.
  • Assist in the creation and updating of national personnel administration frameworks and disseminate them effectively.
  • Update personnel administration tools as necessary.
  • Support the monitoring of headquarters audits related to payroll and personnel management.
  • Ensure internal control over payroll, personnel administration, and the implementation of remuneration policies.
  • Assist in defining HR indicators to measure performance and compliance.

Required Qualifications:
Candidates must possess a higher education degree in Human Resources (HR) and/or payroll management, along with solid HR experience within an international NGO, either at headquarters or in the field. The ideal candidate should be autonomous, proactive, and possess a strong understanding of payroll regulations, social charges, and methods for calculating social and tax contributions. Proficiency in advanced Excel functions and familiarity with payroll configuration are essential. Strong analytical skills to identify and address HR issues, along with the ability to provide recommendations and solutions to stakeholders, are crucial. Excellent interpersonal skills and the ability to adapt to the challenges faced in the humanitarian sector are also required. Experience with the Homère software and knowledge of the NIBELIS payroll software are significant assets.

Educational Background:
A higher education degree in Human Resources or payroll management is required for this position. This educational background should provide the candidate with a solid foundation in HR principles, payroll processes, and relevant regulations, ensuring they are well-equipped to handle the responsibilities of the role effectively.

Experience:
Candidates should have substantial experience in Human Resources, particularly within the context of an international NGO. This experience should ideally include direct involvement in payroll management and administration, providing the candidate with the necessary skills to navigate the complexities of HR functions in diverse and challenging environments.

Languages:
Fluency in both French and English, both spoken and written, is mandatory for this position. This bilingual proficiency is essential for effective communication with diverse teams and stakeholders across various countries. Additional language skills may be considered an asset but are not required.

Additional Notes:
The position is classified as a Cadre Intégré with a fixed-term contract of 12 months and is full-time. The role is based in Montreuil (Seine-Saint-Denis), France, with a salary range of €41,000 to €50,000 gross annually, depending on experience. Employees are entitled to 25 days of paid leave and 21 days of RTT (reduction of working time). Health coverage and insurance are provided, with 80% of costs covered by ACF. Transportation allowances cover 50% of the commuting costs between home and work. Meal vouchers are also provided, with 60% of the value covered by the organization. Remote work is permitted from metropolitan territory, with a requirement for one day per month at the headquarters and attendance at collective meetings and events up to three days per month.
