Job Overview: The consultant will support the development, review, and validation of an Operational Framework/Manual of Procedures for the National DDRR Program in Chad. This program, established in 2019, aims to facilitate the disengagement, dissociation, reintegration, and reconciliation of individuals previously associated with armed groups. The consultant will work under the supervision of the IOM DDRR Program Manager and in close collaboration with the Permanent Secretariat of the CNPP-DDRR. The role involves producing concrete deliverables, including a start-up report, stakeholder consultation notes, and the final operational framework. The consultant will ensure that the procedures align with the National DDRR Strategy and Action Plan, defining roles and responsibilities among various stakeholders and enhancing coordination among national and provincial actors.
Duties and Responsibilities: The consultant will be responsible for producing the following deliverables: 1) A start-up report and document review due in the first month; 2) Stakeholder consultations and thematic summary notes due in the second month; 3) The first draft of the Operational Framework/Manual of Procedures and a review workshop due in the fourth month; 4) The final Operational Framework/Manual of Procedures and a validation workshop due in the fifth month. The consultant will ensure the quality and timeliness of all deliverables, integrating considerations related to gender equality, child protection, and other vulnerabilities into the operational framework. The consultant will also facilitate effective participation from national, provincial, and local stakeholders during the consultation and validation processes.
Required Qualifications: Candidates must possess a minimum of a master's degree in political science, public administration, law, international humanitarian law, human rights, development studies, peacebuilding, conflict management, international relations, or a related field. Additionally, candidates should have at least eight years of relevant professional experience in public governance, operational framework writing, and technical assistance to governmental institutions. A strong understanding of development programs and experience in facilitating multi-institutional processes are essential. Candidates should also demonstrate experience in integrating gender equality and child protection considerations into strategic documents.
Educational Background: A higher university degree, at least a master's level, in fields such as political science, public administration, law, international humanitarian law, human rights, development studies, peacebuilding, conflict management, international relations, or a related discipline is required for this position.
Experience: Candidates should have a minimum of eight years of relevant professional experience in public governance and related fields. Proven experience in drafting operational frameworks, procedural manuals, national strategies, action plans, or comparable institutional documents is essential. Familiarity with development programs and providing technical assistance to governmental institutions is also required. Experience in facilitating government-led processes involving multiple stakeholders at national and subnational levels is crucial, along with a background in integrating gender equality and child protection into strategic documents.
Languages: Fluency in French is required for this consultancy. Proficiency in other languages may be beneficial but is not mandatory. Language skills will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The consultancy will be compensated in four installments, contingent upon the satisfactory submission and approval of each deliverable. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational incidents and must provide proof of coverage before starting work.
