Job Overview:
The Head of Engineering Division at EUROCONTROL is a pivotal role responsible for leading the Engineering Division within the Maastricht Upper Area Control Centre (MUAC). This position entails developing, communicating, executing, and updating the strategic direction of the division, ensuring that it aligns with the overarching goals of EUROCONTROL and MUAC. The successful candidate will oversee a diverse portfolio of activities related to communication and IT infrastructure, air traffic management (ATM) systems, IT security" style="border-bottom: 1px dotted #007bff !important;">security, and facility services. The role requires a strategic mindset to optimize resource allocation, budget utilization, and talent management while implementing effective succession planning and staff development initiatives. The Head of Engineering Division will also be tasked with leading strategic analysis and business development efforts to identify and implement opportunities that advance the division's objectives. This includes championing innovative initiatives and processes to enhance service delivery and operational efficiency, as well as monitoring and evaluating the division's performance to maximize productivity and cost-effectiveness. The role demands a commitment to fostering a culture of continuous improvement and innovation, driving change management efforts to adapt to emerging challenges and capitalize on new opportunities.

Duties and Responsibilities:

• Develop and communicate the strategic vision for the Engineering Division, ensuring alignment with EUROCONTROL/MUAC goals.
• Oversee the division's portfolio of activities, optimizing resource allocation and budget utilization.
• Lead strategic analysis and business development efforts to identify opportunities for growth.
• Champion the design and execution of innovative initiatives to enhance service delivery and operational efficiency.
• Monitor and evaluate the division's performance, implementing strategies to maximize productivity and cost-effectiveness.
• Cultivate a culture of continuous improvement and innovation within the division.
• Build and mentor a high-performing team of senior managers, fostering an inclusive and collaborative team culture.
• Act as a trusted adviser to the Director MUAC and senior management, providing strategic insights and recommendations.
• Develop and sustain a robust network of stakeholders and partners, representing the Engineering Division in high-level forums. 1
• Carry out any other tasks in line with the main purpose of the job.

Required Qualifications:

• Completion of third-level studies in aviation or engineering, meeting European Qualifications Framework (EQF) Level 7 or higher.
• A minimum of 20 years of professional experience, including at least 15 years in management or strategic activities.
• Proficiency in the air traffic management (ATM) domain and associated technical systems, services, and products.
• Knowledge of technical procedures, regulatory compliance, and industry standards in ATM.
• Experience managing large, diverse teams in mission-critical technical environments.
• Expertise in change management and performance optimization.
• Experience in programme/project management.
• Strong stakeholder management skills.
• Ability to work in a multinational and multicultural environment. 1

Educational Background:
Candidates must have completed third-level studies in aviation or engineering, which meet the European Qualifications Framework (EQF) Level 7 or higher. Internal candidates may refer to the intranet for equivalency of in-house experience to educational qualifications where appropriate.

Experience:
The position requires a minimum of 20 years of professional experience, with at least 15 years in management or strategic roles. Candidates should have a strong background in air traffic management and experience in leading large teams in technical environments.

Languages:
Proficiency in English at level C1 is mandatory for this position, as it is one of the working languages of the Agency. Knowledge of French is also beneficial but not mandatory.

Additional Notes:
The position is a full-time role with a duration of 5 years, with the possibility of renewal or conversion under certain conditions. The selected candidate must successfully complete a probationary period of nine months before being established in the post. The appointment may be renewed several times, but the total duration, including all renewal periods, may not exceed nine years. The selected candidate will be appointed in accordance with the provisions of the General conditions of employment governing servants at the EUROCONTROL Maastricht Centre. The role operates under a hybrid working model, allowing for a combination of onsite presence and teleworking opportunities, subject to internal rules and managerial approval.
