Job Overview:
The Deputy Country Director Program (DCD-P) will work closely with the Country Director (CD) to provide leadership and management for strategic programming. The DCD-P is responsible for enhancing SI's program development, ensuring quality and accountability in program delivery. This role requires the ability to adapt programs based on evidence and contextual changes while ensuring they are conflict-sensitive. The DCD-P will also focus on building the capacity of the Program and MEAL teams, developing new proposals for future programming, and maintaining high-quality programming amidst tight deadlines.

Duties and Responsibilities:
  • Provide leadership and management for strategic programming in collaboration with the Country Director.
  • Ensure internal coherence between program activities and that they are driven by needs and evidence.
  • Monitor program implementation closely and ensure appropriate resource allocation.
  • Build the capacity of the Program and MEAL teams through training and support.
  • Develop new proposals for humanitarian-development nexus programming for 2027 and beyond.
  • Establish strong working relationships with stakeholders, including donors and partner NGOs.
  • Strengthen program quality and compliance with SI standards and donor requirements.
  • Support proposal development in coordination with the Grants Manager and Program teams.

Required Qualifications:
  • A Master’s degree in a humanitarian field or related topics.
  • A minimum of 5 years of experience in the humanitarian sector.
  • At least 0-2 years of experience in a similar position.
  • Strong project management skills, including planning, coordinating, and monitoring projects.
  • Ability to analyze information and produce clear reports and recommendations.
  • Proficiency in digital and data management tools, with experience in data collection tools being an asset.
  • Strong interpersonal skills for effective communication and stakeholder engagement.
  • Ability to manage multiple priorities and adapt to changing circumstances.
  • Leadership skills to coordinate teams and facilitate collaboration.

Educational Background:
Candidates must possess a Master’s degree in a relevant humanitarian field or related topics, which is essential for understanding the complexities of humanitarian work and program management.

Experience:
Candidates should have a minimum of 5 years of experience in the humanitarian sector, with at least 0-2 years in a similar leadership role. This experience is crucial for understanding the challenges and dynamics of humanitarian programming and management.

Languages:
Proficiency in English is mandatory for this position. Additionally, proficiency in Dari and/or Pashto or French is considered an asset, enhancing communication with local stakeholders and partners.

Additional Notes:
The position is a salaried role starting from EUR 3080 gross per month, which includes a base salary and a 10% annual leave allowance paid monthly. A monthly Per Diem of USD 600 is also provided. SI covers accommodation costs and travel expenses for expatriates. The role includes a rotation system with breaks every two months, along with a break allowance. Expatriates benefit from a comprehensive insurance package covering healthcare expenses and essential vaccinations. Living conditions include access to well-equipped offices and guest houses, with a good internet connection and social life opportunities within the NGO community. Security levels in Kabul are monitored closely, with limited movement allowed outside the compound.
