Job Overview:
The position of WHO Consultant for the International Evaluation of Vulnerability in the Health Sector to Climate Change is crucial in addressing the significant health challenges posed by climate change. The consultant will be tasked with conducting a comprehensive evaluation of the vulnerabilities within the health sector in the Republic of the Congo, particularly in light of the increasing frequency and intensity of climate-related events. This role involves assessing the impacts of climate change on public health, developing a national adaptation and resilience plan, and ensuring that health systems are equipped to handle the challenges posed by climate change. The consultant will work closely with local stakeholders, health authorities, and communities to gather data and insights that will inform the evaluation and planning processes. The overarching goal is to enhance the resilience of the health sector and improve health outcomes for vulnerable populations, particularly children and marginalized groups.

Duties and Responsibilities:
The consultant will be responsible for a range of tasks including: conducting an integrated assessment of the current and projected impacts of climate change on health in the Republic of the Congo; mapping climate-related health risks and identifying vulnerable populations; evaluating the preparedness and resilience of the Congolese health system in the face of climate risks; analyzing the integration of health issues into national climate policies and strategies; developing and applying climate and epidemiological modeling approaches to project future health impacts; and formulating a national adaptation and resilience plan for the health sector based on the evaluation findings. The consultant will also be expected to produce detailed reports and recommendations that will guide health policy and planning in the context of climate change.

Required Qualifications:
Candidates must possess a strong technical background in public health, epidemiology, and climate change, with proven experience in vulnerability analysis and health risk assessment. They should have expertise in climate modeling and strategic planning, as well as a deep understanding of the links between health and climate change. Excellent communication skills in French, both written and spoken, are essential, and prior experience in conducting similar evaluations will be considered an asset. The consultant should also demonstrate strong interpersonal skills and the ability to work collaboratively with diverse stakeholders.

Educational Background:
A master's degree or higher in public health, epidemiology, climatology, environmental science, or related fields is essential. Candidates should have a minimum of 10 years of professional experience, with at least 7 years specifically in the fields of climate change and environmental health.

Experience:
The consultant must have completed at least three missions related to climate change and health, with supporting documentation. Familiarity with geospatial information systems, geodatabase management, environmental modeling, and remote sensing is required. Experience working with health institutions on climate adaptation is desirable, as is experience in preparing technical documents for UN agencies or international organizations.

Languages:
Fluency in French is mandatory, with excellent reading, writing, and speaking skills. Knowledge of additional languages may be beneficial but is not required.

Additional Notes:
The consultant will be contracted at level B of the international consultant circular, with a daily rate of USD 499 for a total of 45 working days. The position may require travel within the country to health facilities.
