Job Overview:
The position of SPA-Expert for Design and Facilitation of a Tabletop Exercise (TTX) on Wildfire Preparedness in Protected Areas involves the design and facilitation of a comprehensive tabletop exercise aimed at enhancing wildfire preparedness in protected areas. The expert will be responsible for developing the exercise framework, objectives, and scenarios that reflect the unique challenges faced by these areas in the context of wildfire management. The role requires a deep understanding of wildfire dynamics, risk assessment, and emergency response strategies. The expert will work closely with UNDP and local stakeholders to ensure that the exercise is relevant, practical, and tailored to the specific needs of the protected areas in Bosnia and Herzegovina. The assignment is expected to take place over a short duration from October 2026 to November 2026, and the expert will need to submit proposals directly through the UNDP supplier portal.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
Educational Background:
Candidates should have a minimum of a Master’s degree in Environmental Science, Disaster Management, Public Administration, or a related field. A PhD or equivalent experience in a relevant area would be an advantage. Additional certifications in emergency management or wildfire response would also be beneficial.
Experience:
The position requires a minimum of 5 years of relevant professional experience in wildfire management, emergency preparedness, or disaster risk reduction. Experience working with international organizations, particularly in the context of Bosnia and Herzegovina or the Balkan region, is highly desirable. Proven track record of designing and facilitating training exercises or workshops is essential.
Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Bosnian, Croatian, or Serbian is considered an asset, as it will facilitate communication with local stakeholders and participants during the exercise.

- Collaborating with UNDP and local authorities to identify key stakeholders and participants for the tabletop exercise.
- Designing the tabletop exercise framework, including objectives, scenarios, and evaluation criteria.
- Facilitating the tabletop exercise, guiding participants through the scenarios, and encouraging discussion and collaboration.
- Collecting feedback from participants and stakeholders to evaluate the effectiveness of the exercise.
- Preparing a comprehensive report detailing the outcomes of the exercise, including recommendations for improving wildfire preparedness in protected areas.
- Ensuring that all activities are aligned with UNDP’s mission and objectives in Bosnia and Herzegovina.
Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
- Proven expertise in wildfire management, emergency response, and disaster risk reduction.
- Strong facilitation skills with experience in conducting tabletop exercises or similar training activities.
- Excellent communication and interpersonal skills, with the ability to engage diverse stakeholders.
- Familiarity with the environmental and socio-economic context of Bosnia and Herzegovina, particularly regarding protected areas.
- Ability to work independently and manage time effectively to meet deadlines.
