National Project Officer - Emergency Response Roster

Job Overview:
The National Project Officer position is part of a Call for Applications aimed at establishing a roster of qualified candidates who may be mobilized to support the Mission’s surge staffing requirements during disasters, emergencies, and other humanitarian response operations. This role does not currently have a confirmed start date or immediate deployment opportunity associated with it. Candidates applying for this position should be prepared for future emergency response assignments and maintain their availability for deployment. The responsibilities include supporting the coordination and monitoring of operational, administrative, and financial aspects of projects in accordance with IOM policies and donor requirements. The role also involves liaising with various stakeholders, including governmental authorities and partners, and contributing to the planning and delivery of capacity-building activities.

Duties and Responsibilities:
The duties and responsibilities of the National Project Officer include:

• Supporting the coordination and monitoring of operational, administrative, and financial aspects of projects in line with IOM policies and donor requirements.
• Keeping the supervisor informed on project implementation status, identifying gaps, and suggesting improvements.
• Participating in the development and adjustment of work plans, project budgets, and Monitoring & Evaluation tools.
• Coordinating the collection, verification, and analysis of data and updating information management systems.
• Preparing and disseminating project reports in accordance with IOM procedures and donor requirements.
• Liaising with donors, partners, UN agencies, local authorities, and stakeholders.
• Contributing to capacity-building activities targeting IOM staff and partners.
• Attending relevant working groups and interagency coordination meetings.
• Supervising and providing technical guidance to project staff. 1
• Undertaking duty travel for project implementation and monitoring visits. 1
• Performing other related duties as required.

Required Qualifications:
The required qualifications for the National Project Officer position include:

• A Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited institution with two years of relevant professional experience; or a Master’s degree in the same fields.
• Experience in liaising with governmental authorities, national/international institutions, UN agencies, and NGOs.
• Experience working with migrants, refugees, internally displaced persons, and other vulnerable groups.
• Prior work experience with international humanitarian organizations or in a multi-cultural setting is advantageous.

Educational Background:
Candidates must possess a Bachelor’s degree in relevant fields such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related disciplines from an accredited academic institution. A Master’s degree in these fields is also acceptable and may substitute for some experience requirements.

Experience:
Candidates should have at least two years of relevant professional experience in the field of migration, humanitarian response, or related areas. Experience in liaising with governmental authorities and working with vulnerable populations is essential. Prior experience with international humanitarian organizations or in a multi-cultural setting is considered an advantage.

Languages:
Fluency in one of IOM's official languages (English, French, Spanish) is required. For this position, proficiency in Tagalog is mandatory. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is part of a roster and does not guarantee immediate deployment. Candidates must be locally available and prepared to complete onboarding and administrative requirements promptly if selected. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for 24 months.
